Regular City Council Meeting <br /> Monday, September 11, 2017 <br /> Page 9 <br /> As an example, Councilmember Laliberte referenced a tattoo sign on County <br /> Road B and Hamline Avenue, for which she had fielded several complaints from <br /> residents. <br /> As another example, Mayor Roe also referenced the"we buy houses"displayed in <br /> frontages. <br /> Councilmember Willmus asked that the city consider directional signage that may <br /> stay up longer when a property is being marketed, and agreed with Councilmem- <br /> ber McGehee's comment about those homes that were more difficult to find; ask- <br /> ing that city code be amended to address these situations to make it easier for all <br /> to understand going forward. <br /> Mr. Paschke asked if the intent was to permit them, noting the difficulty in their <br /> enforcement for staff to determine how they factor into sign locations, making it a <br /> time-consuming effort for staff. <br /> Councilmember Willmus clarified that he wasn't looking for a permitting process, <br /> understanding the significant logistics involved for staff in that since a directional <br /> sign may only be needed for 1-2 days. If the city communicated specifics with <br /> brokerages and real estate agents upfront, Councilmember Willmus opined that <br /> they would follow regulations accordingly versus the many unknowns at this <br /> time. Councilmember Willmus stated that his intent was not to involve a lot of <br /> staff time in this. <br /> Ms. Collins noted that staff typically saw a high volume of signage in the spring <br /> during the peak real estate period, which happened to parallel with the city's <br /> Neighborhood Enhancement Program (NEP)making staff more aware of those di- <br /> rectional signs than during slower months. <br /> Mr. Paschke also noted the more signs displayed during the Parade of Homes <br /> timeframe. <br /> Councilmember Etten stated that he was fine doing something to amend city code, <br /> but agreed that he didn't want to spend lots of time doing so or creating more time <br /> commitments for staff. Councilmember Etten suggested open house signs may be <br /> more appropriate for 24 hours before rather than just one hour before; but sug- <br /> gested looking to real estate groups for their recommendations. <br /> Mayor Roe agreed, suggesting there may already be standard practices among <br /> realtors; and suggested city code be formulated by taking that into consideration <br /> and providing reasonable and additional enforcement as indicated. <br /> Public Comment <br /> Forest Cyr, Director of Government Affairs, St. Paul Area Association of <br /> Realtors <br />
