Staff Report Background Youth Commissioner Appointment At the August 14, 2017 meeting, the City Council received a recommendation from the HRIE Commission to appoint Acer Iverson to a Youth Commissioner term expiring July 31, 2018. As part of the discussion at the previous HRIEC meeting, the subcommittee thatreviewed the applications recommended that the Commission have someone who could serve as a mentor to new youth members. The city staff liaison will meet with the new youth commissioner to give an overview and orientation of the commissions process, and procedures and bring them up to speed on currentitems that have been discussed prior to their first meeting. It is anticipated that the youth commissioners first meeting will be in September. If the Commission is interested in identifying a mentor for the youth commissioner, that should be done at the August16th meeting. Follow up on Police Department Policy At the previous HRIEC meeting, there was discussion regarding the Imagine Roseville public events in May, 2017. These discussions included a panel of individuals discussing information surrounding immigration, and details of what a separation ordinance entails. The second night was a small group discussion on these topics. During these discussions, the Roseville Police Chief indicated that the current practice of the Roseville Police Department was not to ask about immigration status when responding to calls. In part, based on feedback from these discussions, the Roseville Police Department is currently working on putting into written policy what their current practice is regarding immigration status. Once the draft policy has been reviewed and finalized, staff will forward a copy of it to the full commission. Imagine Roseville Update At the previous meeting, it was requested that an update be provided on the Imagine Roseville process, discussion and meetings. The planning group for Imagine Roseville met on August 1 to begin planning for the next event. The planning group will be meeting again on Tuesday, August 15 to further work out details of an event tentatively planned for this fall. Staff will provide a verbal update from that discussion at the commission meeting on the 16th. Requested Action Make a decision on if the commission would like to officially nominate someone to serve as a mentor for the incoming youth commissioner prior to the September meeting.
