Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 10 <br /> Willmus noted that an approach like this was what got the city into trouble in cer- <br /> tain areas requiring needing bonding to address certain areas where maintenance <br /> had been deferred and ultimately impacting what the city could do for emergency <br /> services, since all the pieces of the picture were tied together. <br /> Commissioner Bachhuber thanked the City Council for this very helpful discus- <br /> sion, opining that Items 3, 4 and 5 linked together well. In general, Commissioner <br /> Bachhuber noted that all were cognizant that there wasn't sufficient money avail- <br /> able to cover all items in the CIP. However, in considering prioritization, Com- <br /> missioner Bachhuber suggested the first things taken care of should be for health, <br /> safety or if regulatory in nature and prior to adding any new CIP items until the <br /> city could pay for those assets already in place. Commissioner Bachhuber opined <br /> that this provided a responsible spending plan going forward until the CIP can be <br /> further considered. <br /> Councilmember McGehee agreed that was a nice summary of how to handle the <br /> CIP, and as noted by Mayor Roe, the CIP involved almost exclusively taking care <br /> of rehabilitating existing assets. Councilmember McGehee opined that the prob- <br /> lems developed when the city didn't do this (e.g. Park Improvement Program un- <br /> funded). Councilmember McGehee opined that she found the most recent golf <br /> course clubhouse/community building proposal to be the best proposal she'd seen <br /> in terms of identifying revenue sources and annual maintenance costs. <br /> Mayor Roe opined that a challenge with a numerical priority approach to the CIP <br /> schedule was that eventually all CIP areas will need to be done, but also noted <br /> that there was flexibility built in to adjust timing; and while something could still <br /> protect health and safety and be a higher priority in a given year, the challenge <br /> facing the city with numerical priority rankings was in addressing and adjusting <br /> that scale and timeframe without applying numbers to the entire 50-page CIP <br /> document. Mayor Roe noted that the City Council had asked staff to identify new <br /> items not originally planned for CIP items on an annual basis or what could be de- <br /> ferred along with their rationale in making any changes to the schedule to help the <br /> City Council better understand their decision-making process. Mayor Roe stated <br /> that this process will hopefully perform according to the policy. <br /> Mayor Roe agreed with his colleagues that before providing more or better direc- <br /> tion to the commission, the full City Council needed further discussion, and asked <br /> the commission to provide additional feedback based on tonight's discussions be- <br /> fore that discussion occurs. <br /> Updated CIP Funding Recommendation by Specific Fund (Attachment E) <br /> Commissioner Harold advised that this was a breakdown of the tracking chart and <br /> had been presented at the last joint meeting, with the commission thinking it was <br /> prudent to include it as part of the 2018 budget process and commission recom- <br /> mendations. <br />
