Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 11 <br /> CIP: PMP (Attachment A) <br /> Chair Schroeder stated that the commission realized that the City Council wasn't <br /> going to approve the long-term CIP, but continued to provide this breakdown an- <br /> nually including their recommendations for the big and smaller picture to contin- <br /> ue the evolution to accomplish sustainability. <br /> Mayor Roe asked if there was a larger increase in the next few years to obtain a <br /> good fund balance without ongoing annual levy increases that would provide CIP <br /> sustainability. Mayor Roe stated that he preferred to see decisions made early on, <br /> such as in the next year or two, to level the CIP out, particularly in the Pavement <br /> Management Program (PMP). <br /> Chair Schroeder advised that the commission had looked at numerous assump- <br /> tions for each of the funds (eight different charts per fund), but had chosen this <br /> chart to show the City Council and taxpayers for awareness of other pieces to the <br /> levy. <br /> Mayor Roe noted that this assumption showed a number of increases over the first <br /> few years, then static, then increases again. <br /> Commissioner Bachhuber noted that after 2020, there would be a better sense, <br /> with the caveat that interest assumptions and markets would also impact the CIP <br /> and require readjustments accordingly. <br /> Commissioner Hoder noted that during the commission's exercise, smaller ad- <br /> justments made over time were better than the shocking shortfalls similar to those <br /> of 2008. Therefore, Commissioner Hoder noted the need to have reserves at an <br /> adequate level so that when decisions that heavily impact taxpayers at critical <br /> junctions are needed, with the set aside funds there would be no big jumps during <br /> those times of destabilization. <br /> Mayor Roe asked that after three years, the commission annually revisit and rerun <br /> their projections. <br /> Chair Schroeder advised that the commission currently reviewed them annually as <br /> part of their scope of duties. <br /> CIP: General Facilities (Attachment B) <br /> Commissioner Harold advised that the OVAL had not been reflected in this com- <br /> mission-recommended scenario 6 as it anticipated expenditure efficiencies. <br /> Commissioner Bachhuber suggested that this is the time for the city to initiate <br /> lobbying efforts with the State Legislature for the bonding bill that may require <br /> several cycles for resolution to assist with OVAL expenditures at this regional fa- <br /> cility. <br />
