Regular City Council Meeting
Monday, September 18, 2017
Page 19
Councilmember Willmus suggested a process including outreach similar to that
used for the previous bees/chickens discussion; and suggested reviewing meeting
tapes for how people were engaged.
Councilmember McGehee suggested putting something on the city's website and
newsletter inviting people to come forward enabling staff to determine if there
was significant interest and reporting back to the City Council accordingly. How-
ever, Councilmember McGehee stated that she wasn't going to support staff going
through a lot of work to engender a big conversation if there was little if no inter-
est.
Councilmember Etten agreed with Councilmember McGehee even understanding
there are animals out there and it may be good to define regulations, but not ready
to take a big jump that this is a big issue for city.
Without objection, staff was directed to survey residents in the next available
newsletter to determine interest in this issue; noting that the topic had come up
and was currently totally prohibited by code, and therefore the City Council was
seeking feedback accordingly.
Horses
Mayor Roe noted that current city code licenses and allows riding horses; and
questioned if this was antiquated and should be repealed.
Councilmembers Etten and McGehee stated that current code was antiquated and
should be repealed; opining that there was no room on city properties allowing for
the housing of riding horses.
Without objection, Mayor Roe noted that the council directed staff to bring back
code language to Section 501.21 repealing riding horses, providing an opportunity
for public comment at that time.
Sheep/Goats
Mayor Roe noted that in Provision D of his draft language, revisions would pro-
vide an update allowing for their use for turf control during the daytime as long as
they were not kept on site.
Councilmembers Etten and McGehee agreed with the Mayor's proposed lan-
guage.
Without objection, direction to staff as part of future updates to current nuisance
code language for non-domestic animals, to couch revised language with other
code amendments coming forward as noted for turf management.
Poultry/Bees
