Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 2 <br /> Tracking Report (Attachment A) <br /> Mayor Roe suggested that anytime the commission felt the need to address or <br /> seek further City Council guidance on a topic that they should ask staff to add that <br /> topic to a future City Council agenda, whether that involved an additional joint <br /> meeting or if representatives of the commission attended the meeting to speak to a <br /> topic. <br /> Councilmember Willmus agreed that anytime the commission felt there was a <br /> City Council action required or if they needed further direction, the commission's <br /> staff liaison should bring that to the City Council's attention. Councilmember <br /> Willmus also agreed that, if follow-up to the commission was not occurring by <br /> staff liaisons, then the commission should feel free to approach the City Council <br /> as individual citizens during public comment opportunities. <br /> Councilmember McGehee suggested that the commission's follow-up occur dur- <br /> ing a work session format to ensure adequate discussion of issues. <br /> Councilmember Laliberte concurred that the commission could reach out to indi- <br /> vidual City Councilmembers with or for feedback and thought; and agreed that a <br /> work session format provided a great opportunity to talk through things as you're <br /> moving them forward to us. However, if the commission needed a specific deci- <br /> sion, Councilmember Laliberte suggested they could also attend a regular meet- <br /> ing, whether as a full commission or via representatives allowing for individual <br /> and collective City Council feedback, no matter how often those opportunities <br /> presented themselves. <br /> Mayor Roe noted the infrequency of work sessions, typically once a month when <br /> possible, clarifying that in order to ensure discussions occurred, they didn't need <br /> to be only in the work session format if they were time-sensitive issues needing <br /> immediate attention on the next available agenda. <br /> Chair Schroeder noted the City Council's full agendas and some of the meaty <br /> items being reviewed by the commission that may require more than one meeting <br /> with the City Council to ensure sufficient direction was received before proceed- <br /> ing. <br /> Commissioner Harold reviewed specifics of items on Attachment A, noting the <br /> columns including when recommendations were initially presented to the City <br /> Council, their current status, and asked if any of those apparently pending items <br /> could be closed. Commissioner Harold advised that this would prove helpful for <br /> both the commission and City Council in tracking the commission's charge. <br /> Mayor Roe expressed appreciation for the commission's development of this tool, <br /> even though the capital improvement program (CIP) piece may be more challeng- <br /> ing to track. Mayor Roe noted that CIP strategies included partially-implemented <br /> items, some already acted on, and some requiring future action; and suggested <br />
