Regular City Council Meeting
Monday, September 18, 2017
Page 3
that the commission's tracking categorize them accordingly. Specifically, Mayor
Roe noted that the golf course clubhouse/community building and potential use of
park dedication fees as a partial funding source may not yet be established as a
policy until any internal loans are worked out.
Councilmember Willmus asked if the commission was receiving any feedback
from staff and/or the public when addressing any of these topics.
Commissioner Harold advised that the commission was made aware by staff
when things are formally adopted by the City Council, as well as the monthly
formal liaison report. However, other than that, Commissioner Harold advised
that the commission didn't feel it was receiving much feedback, specifically relat-
ed to the park dedication fee policy.
Chair Schroeder agreed that the only way the commission was aware of City
Council action was typically when the City Council took formal action, or when
they watched the meetings, but felt they received little feedback if there had been
no formal action.
Mayor Roe asked if the commission had a standing item on their monthly agendas
for a staff report, with Chair Schroeder responding affirmatively. In that case,
Mayor Roe suggested the commission needed to seek further answers if they felt
the staff report was not satisfactory.
Councilmember Willmus opined that there should be an adequate flow of com-
munication to the commission from the City Council discussion no matter if a de-
cision was made or not; further opining that he didn't want a vacuum, and if one
existed it needed to be corrected.
Mayor Roe opined that it was fair to say that the City Council sometimes received
a recommendation but didn't take any action.
Chair Schroeder suggested that just to know the City Council had received a rec-
ommendation would be helpful.
Specific to CIP recommendations, Councilmember McGehee noted that the com-
mission's recommendations were included in discussions, but also involved many
moving parts and therefore it was important that the commission realize that eve-
ryone was on the same page recognizing those funding needs and with the need to
move CIP funding forward. However, specific to implementing priority ranking
into policies, Councilmember McGehee noted that it had been discussed as pre-
sented by the commission, and even though she would have preferred a more ro-
bust recommendation, including with the Park Dedication Fund.
