Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 5 <br /> Mayor Roe suggested that the proposed new Item G in the "duties and functions" <br /> section be further revised to replace "improvements" with "suggested improve- <br /> ments" or "specific improvements" and suggested that the commission's intent be <br /> clearer before bringing it back to the City Council in October as proposed. <br /> Councilmember Willmus agreed to adding Items G and H, including Mayor Roe's <br /> suggested wordsmithing of Section G. <br /> Councilmember Willmus also noted that while the Park & Recreation Commis- <br /> sion provided guidance on operations from time to time, he didn't think the city's <br /> Information Technology (IT) or License Center received sufficient consideration <br /> for the broader picture. Councilmember Willmus opined that he would find it <br /> helpful to have some of that perspective and feedback from the Finance Commis- <br /> sion on how they both operated. Councilmember Willmus stated that his immedi- <br /> ate concern was with potential exposure with data breaches with the city's IT <br /> network internally as well as with and for the communities and agencies it served, <br /> and how Roseville was positioning itself to protect itself and its partners. Coun- <br /> cilmember Willmus suggested some experts in those areas could look at things <br /> and be more proactive and proving beneficial to those operations. <br /> Chair Schroeder clarified that the commission had received a report from the <br /> city's IT Department. <br /> Commissioner McRoberts confirmed that he had spent time with Terre Heiser in <br /> the IT Department, since it was his area of interest, and questioned if the commis- <br /> sion could have an opportunity for any oversight. However, Commissioner <br /> McRoberts reported that he did have some questions as a result of meeting with <br /> IT Director Heiser that he had subsequently discussed with Chair Schroeder. <br /> Chair Schroeder suggested that the commission share those remaining questions <br /> specific to the IT function with the City Council prompting some level of discus- <br /> sion and addressing potential implications. <br /> Councilmember McGehee stated her hesitation in the commission taking time in <br /> reviewing the License Center that was regulated by the State or the IT function <br /> that was managed through a consortium, not just Roseville-specific with each and <br /> every city or agency having an IT representative on the consortium making deci- <br /> sions. Therefore, Councilmember McGehee questioned whether the City of Ro- <br /> seville's Finance Commission should have a role in examining those functions; <br /> suggesting that if any one in the community or individual commissioners had any <br /> questions, they could pass them along to Finance Director Miller to bring to the <br /> attention of the IT consortium. Councilmember McGehee stated that she had no <br /> concerns with data privacy or security issues with the IT function. With the Li- <br /> cense Center, Councilmember McGehee opined that the only role the commission <br /> might be concerned with would be with the additional revenue they bring to the <br />
