Regular City Council Meeting Monday, September 18, 2017 Page 4 Mayor Roe clarified that the commission had provided two recommendations to the City Council on the Park Dedication Fund, with no action yet taken by the City Council and therefore no policy adopted at this point. Councilmember McGehee noted the commission's recommendation for Cash Car- ryover Funds as well; with Mayor Roe again clarifying that policy was also pend- ing. Councilmember McGehee agreed that the commission needed direct feedback from the City Council and agreed with the concept of more joint meetings. Councilmember Laliberte thanked the commission for this tracking tool; and sug- gested it may be helpful for City Manager Trudgeon and Finance Director Miller to add an additional column showing when the City Council discussed it, and per- haps the nature of the discussion, if it was ongoing, or if the recommendation had been received but wouldn't be acted on until year-end with the annual budget, or perhaps even the following year. Councilmember Laliberte agreed that the com- mission was welcome to send 1-2 representatives to the City Council to speak on specific items as they come up, with those representatives then reporting back to the full commission. Councilmember Laliberte reiterated the invitation for the commission to feel free to speak to the City Council when something was on the agenda on which they wanted to provide input. Councilmember Willmus asked if the commission was receiving any type of no- tice from staff when items are included on the City Council docket. City Manager Trudgeon advised that those items are shown on the commission's agenda, including when larger policies are discussed without a firm decision made by the City Council. However, Mr. Trudgeon advised that staff attempts to communicate to the commission any pertinent information they should know as a result of City Council discussion and/or actions. Mr. Trudgeon advised that staff would make sure that, moving forward, deeper depth reporting was provided by staff. Mayor Roe suggested that the tracking document include one or more additional reporting columns, such as "pending action" or "next steps" to acknowledge something else needs to happen. Commission's Roles & Responsibilities (Attachment B) Commissioner Holder reviewed the proposed modifications recommended for the commission's roles and responsibilities as defined in City Code, Chapter 208.02. Councilmember Laliberte also noted that the commission's "other duties" was not included in their scope of duties, and should be consistent with that of other commissioners.
