Regular City Council Meeting <br /> Monday, September 25, 2017 <br /> Page 11 <br /> advised that those responses were taken in context with other engagement oppor- <br /> tunities to balance that input. <br /> Councilmember McGehee expressed concern that a large portion of the Roseville <br /> population may be overlooked, often due to their lack of interest in evening meet- <br /> ings and/or locations listed. <br /> Ms. Major thanked Councilmember McGehee for her input, advising that they <br /> valued any and all input resulting in Phase II involving more options as to times <br /> of day and other considerations. <br /> Councilmember Laliberte noted the value of the intercept boards at this summer's <br /> Party in the Park providing a good opportunity for residents to engage and reflect <br /> on the city. However, in hindsight, Councilmember Laliberte expressed the need <br /> for more meetings in a box for the annual Night to Unite, if a survey had been <br /> done at that time, it would have provided a perfect opportunity to have those con- <br /> versations in many neighborhoods and/or to refer citizens to the online survey. <br /> Councilmember Laliberte noted the feedback she'd heard about the Har Mar Mall <br /> neighborhood walkabout, opining it was well-attended due to previous compre- <br /> hensive plan updates in the past and perceived omissions with those processes in <br /> informing neighbors of zoning designations. Therefore, Councilmember Laliberte <br /> noted the steps taken by neighbors in promoting the walkabout themselves, <br /> whether through NextDoor.com and/or post card initiatives at that point. While <br /> having observed that particular walkabout personally, Councilmember Laliberte <br /> agreed they might be a good idea, but often hard to implement, given limited par- <br /> ticipation of some residents unable to keep pace and resulting in staff and consult- <br /> ants only able to participate or hear conversations from a limited group at times. <br /> Councilmember Laliberte noted the lack of ability to grasp all those neighbor-to- <br /> neighbor conversations that would prove invaluable; and opined there may have <br /> been better feedback received from those staying at the central meeting location if <br /> unable to participate in the walkabout. <br /> Ms. Major noted that staff(Ms. Collins) remained with those participants at the <br /> meeting location and made that feedback available to the process. However, Ms. <br /> Major expressed appreciation for the issues surrounding walkabouts and limited <br /> participation. <br /> Councilmember McGehee agreed with the concerns with physical aspects with <br /> the walkabouts for those of the population less able to participate or walk long <br /> distances. <br /> Phase II <br /> Ms. Major reviewed the next steps, including changes made for initiating the <br /> community meeting scheduled for November and options (daytime and evening). <br />
