Regular City Council Meeting <br /> Monday, October 16,2017 <br /> Page 3 <br /> Mayor Roe recognized Fire Chief Tim O'Neill and Assistant Fire Chief Dave <br /> Brosnahan to provide an update on the department's lead role with emergency <br /> management for the community. Assistant Chief Brosnahan's presentation (At- <br /> tachment A) provided a general update and emergency management review, seek- <br /> ing any feedback from the City Council to incorporate into the department's 2018 <br /> work plan. Assistant Chief Brosnahan noted that the Fire Department had taken <br /> over coordination of the city's employee safety and risk management program in <br /> 2016, transitioning that lead role from the city's Administration and Finance De- <br /> partments, while still actively coordinating with them for the programs. <br /> At the request of Councilmember McGehee, Assistant Chief Brosnahan reviewed <br /> the redesigned safety contract with ILC, Inc. completed from 2013 through 2015 <br /> that significantly decreased in cost. Assistant Chief Brosnahan assured the City <br /> Council that the city retained a good working relationship with ILC, but had <br /> found better opportunities in line with city staff training from other entities. <br /> As addressed during Assistant Chief Brosnahan's presentation, Councilmember <br /> McGehee asked if the department would be able to provide the City Council with <br /> a record of where city employee injuries were occurring. <br /> Assistant Chief Brosnahan reported that such a list was already in use, providing <br /> injury data by department, type of injury and activity taking place during which <br /> the injury occurred. However, due to HIPPA requirements, Assistant Chief <br /> Brosnahan advised that public reports would not delve much deeper than that, but <br /> would be intended to provide basic information to address any trends. Assistant <br /> Chief Brosnahan noted that the number one injury for City of Roseville employ- <br /> ees to-date was slipping on ice in parking lots. <br /> Mayor Roe noted that such injuries were not uncommon elsewhere. <br /> Councilmember Laliberte thanked the department for their work and the efficien- <br /> cies and ease with which the transition had been made; and expressed her appre- <br /> ciation for the continued assistance from the Finance Department. Personally, <br /> Councilmember Laliberte stated that she had found her training opportunities with <br /> the department awesome. While the department was good at caring for others — <br /> whether fellow employees or the community—having gone through the mock fire <br /> training earlier this year, Councilmember Laliberte stated how apparent it had be- <br /> come to her of the health and safety risks faced by firefighters themselves. Work- <br /> ing in the healthcare field, Councilmember Laliberte noted her awareness of the <br /> additional cancer risks faced by firefighters due to smoke inhalation, chemicals <br /> encountered during emergency situations, and other issues; asking for a report on <br /> what the department was doing to protect those firefighters or what the City <br /> Council needed to address to better protect them. <br />
