Regular City Council Meeting <br /> Monday, October 16,2017 <br /> Page 5 <br /> Chief O'Neill agreed that construction had changed over the years and referenced <br /> videos available for citizens to be aware of and reaction times when depending on <br /> smoke detectors, as well as ensuring those alarms are operational, one of the dis- <br /> appointing and frustrating issues found in their department's experience. <br /> Mayor Roe noted improved building codes for new construction and materials, <br /> but suggested a particular Roseville challenge may be in its many older homes <br /> constructed during the 1940's or 1950's that may not have evolved with that code. <br /> Chief O'Neill agreed that there were many household chemicals and materials <br /> brought in (e.g. insulating foam and polyurethanes) that created additional heat in <br /> a room and atmosphere that created additional hazards to firefighters. <br /> Discussion ensued regarding the industry standards attempting to make those ma- <br /> terials safer, especially their secondary effects. <br /> Mayor Roe commended the department on their city-wide emergency drill done <br /> over a two-day period last year that he found fantastic, and proving the level of <br /> commitment of city employees. Mayor Roe personally vouched for the Emergen- <br /> cy Management Institute training offered in Emmitsburg, MD if and when oppor- <br /> tunities and/or funding become available again for participation, noting how help- <br /> ful he had found the process and networking with others from different parts of <br /> the country. Mayor Roe noted that previously Ramsey County Emergency Man- <br /> agement had a significant role in the planning and arrangements of that institute; <br /> and encouraged the city's participation as those opportunities came along in the <br /> future. <br /> Mayor Roe offered an opportunity for public comment, with no one appearing to <br /> speak. <br /> 8. Council& City Manager Communications,Reports, and Announcements <br /> City Manager Trudgeon reminded council members that he would be at the International <br /> City Manager's Association (ICMA) meeting and unavailable for the October 23, 2017 <br /> meeting. Also, depending on the action taken at the October 17, 2017 Economic Devel- <br /> opment Authority (EDA), Mr. Trudgeon anticipated the need to convene on October 23, <br /> 2017 for a brief EDA meeting for formal action. <br /> For the legislative agenda items scheduled for November 13, 2017, Councilmember <br /> Laliberte asked if staff planned to bring forward a resolution in support of pending state <br /> legislation for distiller liquor law revisions.
