Regular City Council Meeting <br /> Monday, October 23,2017 <br /> Page 11 <br /> Commissioner Djevi asked the City Council collectively for their three objectives <br /> for the HRIEC's first year work plan. If specific to human rights and equity, <br /> Commissioner Djevi asked what specific things the HRIEC should try to do; stat- <br /> ing that for him reaching out to under-reached communities was his priority and <br /> how to get them more engaged. <br /> Basically, Mayor Roe opined that it came down to the HRIEC's action plan and <br /> what they could achieve as they checked things off their list of objectives. <br /> Councilmember Etten stated that Commissioner Djevi's concern with under- <br /> reached groups was absolutely what the City Council was looking at to improve <br /> city processes to connect with people. Councilmember Etten referenced typical <br /> meetings where those attending didn't necessarily represent the city's diverse <br /> population; and therefore he saw that as part of the "advise/engage" objective to <br /> develop timing and tools as a high priority on the action plan. <br /> While appreciating Commissioner Djevi's question, Councilmember Laliberte <br /> opined that she didn't see that priority in the information provided by the HRIEC <br /> tonight; but clarified that this was indicative of what she and Mayor Roe were <br /> suggesting: not for the HRIEC to get those under-reached communities to attend <br /> meetings or events, but to make recommendations for city staff, advisory com- <br /> missions, or the City Council to use as best practices and tools to use to do a bet- <br /> ter job. <br /> Councilmember Willmus agreed with the comments of Councilmember Laliberte; <br /> asking how to channel outreach pieces and how to attain that "advise" objective <br /> that remained illusive for the last 4-6 years as initially undertaken by the HRC. <br /> With Commissioner Djevi asking for guidance from the City Council to the <br /> HRIEC on what it wanted them to do related to outreach activities, Mayor Roe <br /> clarified that this was the role of the HRIEC to make proposals and recommenda- <br /> tions to the City Council; clarifying that he also expected more review of the draft <br /> action plan based on tonight's feedback. <br /> As a senior member of the HRIEC, Commissioner Groff expressed appreciation <br /> for the City Council's concerns about the ambitious work plan. However, as the <br /> HRIEC had talked about objectives, Commissioner Groff reported that they felt <br /> with a new and larger advisory commission, it would be great to give them a <br /> chance to flesh out this overall work plan; with the new commission desiring to <br /> move in some new directions. However, Commissioner Groff agreed with Com- <br /> missioner Djevi on the focus underlying the overall work plan, opining that the <br /> HRIEC was on the right track. <br /> Commissioner Manke opined that several of the projects shown on the action plan <br /> had already been done, or prepared with project plans developed, but never <br /> brought forth to the City Council.
