Specific to the "advise" <br /> objective, Commissioner Manke suggested that the intent was to narrow some of <br /> the broader things down, with the help of the City Council's feedback, with those <br /> things taking more time to accomplish. Essentially, Commissioner Manke opined <br /> that this was a 1.5 year work plan, understanding that items brought forward <br /> would need input from staff, and identification of budget impacts and who would <br /> take on a role or responsibility. <br /> City Council Subcommittee to the HRIEC <br /> Having participated with the HRIEC over the last few months, Mayor Roe noted, <br /> as an example, the HRIEC's Racial Profiling Subcommittee. Referencing the <br /> Uniform Commission Code and necessary approval by the City Council for any <br /> advisory commission subcommittees or task forces, Mayor Roe asked for a dis- <br /> cussion on how to proceed generally going forward. Mayor Roe suggested clari- <br /> fying if and how an advisory commission could set up a few commissioners to <br /> work on a task to carry out the work of the broader commission without it needing <br /> City Council approval. <br /> Councilmember Willmus asked for direct feedback from the HRIEC as to whether <br /> or not the City Council subcommittee put in place when it was created should re- <br /> main in place or be removed at this point. <br /> Commissioner Manke spoke in support of retaining the subcommittee, opining <br /> that it was not needed on a constant basis, but by having two City Councilmem- <br /> bers to bounce off ideas to ensure the HRIEC remained on track, was valuable, or <br /> to run a draft through of a recommendation for the full City Council, to serve in as <br /> advisors to the HRIEC. <br /> Commissioner Djevi disagreed, opining that the HRIEC was now fully- <br /> functioning, and therefore, he didn't see the role of the subcommittee going for- <br /> ward. Commissioner Djevi opined that if there were any issues, the HRIEC <br /> should work with their Chair or Vice Chair to come before the City Council if <br /> necessary. <br /> Commissioner Dailey stated that she felt comfortable reaching out to either <br /> Mayor Roe or Councilmember Laliberte without them having to serve as an offi- <br /> cial subcommittee, opining that she considered them the HRIEC's allies. <br /> Commissioner Groff agreed with the comments of Commissioner Dailey, opining <br /> that with the HRIEC now fully functioning, commissioners should be able to <br /> reach out to any or all council members. <br /> Commissioner Carey opined that if the HRIEC needed City Council input, there <br /> may be one better fit to run a draft through, keeping it open for contact with any <br /> council member. <br />
