Regular City Council Meeting <br /> Monday, October 23,2017 <br /> Page 13 <br /> Chair Holub suggested that the HRIEC may be interested in the future to have a <br /> subcommittee representing all advisory commissions; such as in determining how <br /> to better work together, and suggested having Chairs work together or meet occa- <br /> sionally to work on ideas in the future. However, Chair Holub agreed that the <br /> City Council Subcommittee was no longer needed for the HRIEC at this time. <br /> Willmus moved, McGehee seconded, to ELIMINATE or disengage the City <br /> Council Subcommittee/Liaison to the HRIEC at this time. <br /> Councilmember Willmus recognized the concept in forming the City Council <br /> Subcommittee for the HRIEC. However, as part of the bigger picture, Coun- <br /> cilmember Willmus noted his dislike about having select liaisons from the City <br /> Council available to advisory commissions, as stated tonight to bounce ideas off <br /> only 1-2 people versus the City Council as a whole, opining that just created more <br /> issues. Councilmember Willmus noted that, in the past, City Council liaisons <br /> were detailed to advisory commissions often resulting in ideas or initiatives being <br /> terminated at that level before presentation to the full body, causing his general <br /> opposition. <br /> Councilmember McGehee stated her support of the motion, and misperceptions of <br /> advisory commissioners in working with specific liaisons versus the full City <br /> Council establishing an" us against them" mentality. Councilmember McGehee <br /> opined that she wanted to see independent commissions, and opined that every- <br /> one was different and had different perspectives. <br /> Councilmember Laliberte spoke in support of the motion, opining that the work <br /> she and Mayor Roe had been tasked with was to bring two separate former com- <br /> missions to the table as one cohesive group in partnership, identifying what had or <br /> had not worked with each of those bodies, and laying the foundation for the new- <br /> ly-created HRIEC, and stick with them while their leadership was put in place and <br /> working toward their action plan. Councilmember Laliberte recognized that the <br /> HRIEC had accomplished that and commended them on the great job they had <br /> done, and encouraged them to return to the full City Council as often as needed. <br /> Councilmember Etten also spoke in support of the motion, opining that the <br /> HRIEC was more than ready to move out under its own power. <br /> Mayor Roe spoke in support of the motion as well, expressing hope that neither <br /> he nor Councilmember Laliberte had interjected too much into HRIEC conversa- <br /> tions,but had served in a consulting capacity. Mayor Roe stated that he supported <br /> decision-making by the entire commission and the entire City Council. He en- <br /> couraged individual communication without undue influence, whether actual or <br /> perceived. <br /> Roll Call <br />
