Regular City Council Meeting <br /> Monday, October 23,2017 <br /> Page 18 <br /> Councilmember Willmus questioned whether sidewalks should be mandated <br /> deeper in residential neighborhoods, or whether only on collectors and arterials. <br /> Councilmember Willmus suggested that arterials may be too high. <br /> In the HR district, Mayor Roe suggested that language be parallel to MR districts <br /> for access to bus stops (e.g. density level of housing in relationship to transit <br /> stops). <br /> Under mixed uses (page 2), Mayor Roe suggested clarification of density and <br /> units per acre specific to residential components in order for lay people to better <br /> understand their intent. Under institutional uses (page 4), Mayor Roe noted that <br /> the last part talks about uses on a larger scale than those normally incorporated in <br /> low density areas, and questioned if those uses were currently allowed now in <br /> LDR; asking that it be consistent by reference. Mayor Roe noted that in the last <br /> zoning code update, many churches were located in residential zones, but the city <br /> had rezoned those properties at that time, therefore causing him to question <br /> whether it should be referenced under LR districts. <br /> Councilmember McGehee questioned the MU-1, Neighborhood Mixed Use densi- <br /> ty related to sidewalks and parking availability for apartments on a second story <br /> that may be workable, as long as they're not too tall or stacked too high in resi- <br /> dential areas, noting the need to pay attention to scale and not make those districts <br /> too dense. <br /> Ms. Purdu clarified that the intent was to address specific density in the zoning <br /> code update; with descriptions and visuals provided to ensure the final draft was <br /> clear. However, Ms. Purdu offered to run some scenarios with proposed density <br /> to address the intent for mixed use. <br /> Mayor Roe noted that the zoning update process would follow comprehensive <br /> plan numbers in general. <br /> Councilmember Willmus asked, with the creation of HDR-1 and HDR-2 zoning, <br /> where it would be most effective beyond those definitive areas around Rosedale <br /> Center and if comprehensive plan designation follows the land use map; and also <br /> with LDR and whether it was prudent to create areas of the city guided for 1-4 <br /> units per acre and call that out in the comprehensive plan. <br /> Councilmember McGehee stated that she could support LDR at 7 units per acre, <br /> and while not vigorously supportive of HDR-2, she would consider it except in <br /> the area north of Rosedale Center that would tower over the James Addition. <br /> To be clear, Mayor Roe clarified that the city currently had no HDR-2 sites zoned <br /> at this time; and the backstop would be to require a rezoning request. Therefore, <br /> Mayor Roe expressed his hesitation in designating in the comprehensive plan <br /> where those areas should be; but instead preferred to be responsive to develop- <br />
