Regular City Council Meeting <br /> Monday, October 23, 2017 <br /> Page 17 <br /> the HRIEC to take tonight's discussion under advisement and return with their fi- <br /> nal plan. <br /> At this time, Mayor Roe reiterated that no subcommittees of the HRIEC were <br /> sanctioned by the City Council, including the Racial Profiling and Discrimination <br /> Subcommittee, consisting of four commissioners and a student commissioner. <br /> Councilmember Willmus stated his desire to discontinue the Racial Profiling Sub- <br /> committee at this point and have the full commission work on this issue. <br /> Councilmembers concurred, and without objection, Mayor Roe ruled that the Ra- <br /> cial Profiling Subcommittee no longer existed at this point. <br /> Mayor Roe thanked the HRIEC commissioners for their attendance tonight and <br /> the work they put into the draft action plan, and their cooperation in working as a <br /> commission to-date. Mayor Roe encouraged the HRIEC to continue with the pro- <br /> cess and to continue dialogue with the City Council, inviting them back as they <br /> reflect on tonight's discussion. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:02 p.m., and reconvened at approximately <br /> 8:09 P.M. <br /> b. Review and Provide General Consensus on the Revised Future Land Use <br /> Plan, Future Land District Descriptions and Housing Goals in order to <br /> Complete the Land Use and Housing Chapters of the Plan and Enable Com- <br /> pletion of other Chapters Awaiting a Final Land Use Plan (PROJ0037) <br /> Senior Planner Bryan Lloyd and Comprehensive Plan WSB Consultant Erin Pur- <br /> du summarized tonight's discussion, as detailed in the staff report and attach- <br /> ments. Ms. Purdue, during her presentation, noted that it was based on previous <br /> City Council framework for future land use districts, Planning Commission dis- <br /> cussion, and subsequent rewrite based on that input. Ms. Purdu noted that there <br /> were no significant rewrites to the residential districts. <br /> Ms. Purdu reviewed major changes to Neighborhood Mixed Use (MU-1)based on <br /> previous City Council feedback from the previous version requiring residential <br /> use even in these mixed use districts in small, commercial areas within neighbor- <br /> hoods. After the latest Planning Commission discussion, Ms. Purdu noted that the <br /> intent was not to make those large areas, but to keep them small and allow for <br /> mixed use without necessarily requiring residential. Ms. Purdu reviewed the oth- <br /> er mixed use areas and specifics of each. <br /> City Council Discussion of Descriptions of Future Land Use Districts <br /> In residential districts (LR, MR and HR (Attachment B), Mayor Roe sought clari- <br /> fication as to City Council intent for transportation considerations (e.g. sidewalks <br /> and trails) for all streets or simply to focus on arterial streets. <br />
