Items Removed from Consent Agenda L Approve Joint Powers Agreement: Ramsey County Violent Crime Enforce- ment Team(VCET) At the request of Mayor Roe, Assistant City Manager Rebecca Olson briefly high- lighted this item as detailed in the Request for Council Action (RCA) and related attachments dated October 23, 2017. Councilmember Laliberte clarified that she didn't have any issues with the agreement as presented, but asked Police Chief Mathwig address the name change and purposes of the VCET and its mission for the benefit of the public. Chief Mathwig reviewed the intent of the current VCET, noting it was an acro- nym of the former state gang task force from 2008 —2009 that had since been dis- bursed, as mandated by the state and involving state-wide narcotics agencies. Chief Mathwig reported that this organization would serve the public better as it was under the management of a joint powers board using best management prac- tices to address issues identified in the previous and now defunct organization. Mayor Roe directed those interested to the Ramsey County Sheriffs website for additional information on the VCET. Laliberte moved, McGehee seconded, approving the Joint Powers Agreement (At- tachment A) for the Ramsey County Violent Crime Enforcement Team (VCET) and authorizing the Mayor, City Manager, City Attorney, Finance Director and Chief of Police to execute the documents. Roll Call Ayes: Willmus, Etten, McGehee, Laliberte and Roe. Nays: None. Recess Mayor Roe recessed the meeting at approximately 6:17 p.m., and reconvened at approximately 6:19 p.m. 7. Business Items a. Joint Meeting with the Human Rights, Inclusion and Engagement Commis- sion (HRIEC) Mayor Roe welcomed HRIEC Commissioners to this first joint meeting of the newly-formed HRIEC. Commissioners introduced themselves: Chair Chelsea Holub; Commissioners Lauren Peterson, Lisa Carey, Vice Chair Nicole Dailey, Etienne Djevi, John Eichenlaub, James Reyerson, Michelle Manke and Wayne Groff, and Youth Commissioners Acer Iverson and Elizabeth Hansel.
