Regular City Council Meeting <br /> Monday, October 23,2017 <br /> Page 24 <br /> ers/managers, staff would need to immediately commence notifying them to begin <br /> inspections in January of 2018, making it important for the City Council to take <br /> action tonight. <br /> As requested by Councilmember McGehee, Chief O'Neill addressed incentives <br /> and rotations for properties, and advantage for only one versus multiple inspec- <br /> tions over the year. While the Fire Department currently does annual inspections <br /> of common areas on a multi-family property, Chief O'Neill noted that they would <br /> now be doing the building code inspections and inspections of individual units per <br /> city ordinance. Chief O'Neill opined that this would not only create efficiencies <br /> and reduce redundancies for city staff, but better serve rental property owners. <br /> Chief O'Neill noted that the fee structure would be similar to that created for mo- <br /> tels/hotels and was intended to not be burdensome for property owners that would <br /> subsequently raise rental rates for tenants, but simply set for the city to recover <br /> associated costs to provide inspection services. <br /> Councilmember McGehee asked that staff consider an incentive program to re- <br /> ward those buildings performing well. <br /> Chief O'Neill opined that the incentive could be considered for recommendation <br /> by staff to the City Council; but advised that the proposed 2019 fee structure <br /> would provide incentives for a per building fee and one free follow-up visit for <br /> any outstanding orders to avoid grievances. <br /> Councilmember Willmus stated that he had some concern about the proposed fee <br /> structure for smaller complexes charged a base fee and then a unit fee as well; <br /> asking for further discussion and in greater detail. <br /> Chief O'Neill duly noted that request; but advised that there would be one rate for <br /> buildings with 5-14 units and another for 14 units and above and fees structured <br /> accordingly. <br /> Section 908.03.0 (Page 4, Lines 141 — 143) <br /> Mr. Englund reviewed proposed language, seeking City Council feedback; advis- <br /> ing that Police Chief Mathwig was also available for questions, but had provided <br /> his input on this draft. <br /> Councilmember Willmus stated his support to look at and clarify language pre- <br /> sented in this draft. However, with several City Council discussions already and <br /> after public comment received to-date and requested additional language related <br /> to domestic violence and mental health crises, Councilmember Willmus stated his <br /> preference to exempt those provisions without attempting to craft language at the <br /> bench tonight. Instead, Councilmember Willmus suggested adopting the pro- <br /> posed language as presented by staff to transfer administration of the program; <br /> and then at a future meeting in the near future, bring those additional revisions <br /> back for review and approval. <br />
