Review Plans & Specifications for the License Center Renovation and Au- <br /> thorize the Advertisement for Bids <br /> Finance Director Miller introduced Mr. Stone with Kodet Architects and deferred <br /> to him and his colleagues for the presentation of the proposed renovations for the <br /> License Center Renovation and next steps as detailed in the RCA. <br /> Ken Stone, Kodet Architects <br /> Mr. Stone presented the plans and specification for the License Center and Pass- <br /> port Center, addressing existing and adjacent space and existing insurance space <br /> being expanded into, and provided the proposed new layout with Passport Center <br /> enlarged area on north end of building and License Center expanded to south. <br /> Mr. Stone reviewed the phased plan for construction to keep both services open <br /> for construction, resulting in a total of three phases: to renovate the insurance <br /> space first and move the License Center into the insurance space, leaving the <br /> Passport Center where it is; with the third phase to move the Passport Center into <br /> the old License Center space and finish it all out. Mr. Stone estimated one month <br /> per phase for a total of three months, hopefully completed by March 1, 2018. Mr. <br /> Stone reviewed the site plan flow during construction and impacts to the site, with <br /> contractor parking designated on the west side and construction storage on the <br /> north side of the area being remodeled; with the use of the VFW parking arranged <br /> as an option for any additional parking needs if needed. <br /> Councilmember Willmus asked how long the project would take if not phased and <br /> the doors closed during construction and if it would result in any construction cost <br /> savings. <br /> Mr. Stone estimated that there could be some savings, but advised that the archi- <br /> tect had built into the estimate the cost of phasing at 2-3% of the project; approx- <br /> imately $10,000 — 15,000. However, Mr. Stone also estimated that by not phas- <br /> ing, the construction would still take 2 to 2.5 months versus 3 months. <br /> Councilmember Etten opined that the loss in revenue and change in service, with <br /> potential loss of customers, was not worth it; and spoke in support of the phased <br /> approach. <br /> Councilmember McGehee spoke in support of the phased approach. <br /> Councilmember Laliberte asked if this plan would meet the requirements for a <br /> separate fire wall and entrance as mandated. <br /> License Center Supervisor Pam Ryan responded that staff and the architect were <br /> confident that this plan met federal requirements; but would invite their response <br /> to the proposal once approved by the City Council. Ms. Ryan advised that com- <br /> plete separation had been achieved with the proposed plan; and common areas <br />
