Reclaim and Inlay atermain Replacement <br />Sandhurst Dr, Dellwood Ave — Femwood Ave <br />Crescent Ln, Cohansey Blvd — Irene St <br />Eldridge Ave, Cohansey Ave — Western Ave <br />Eldridge Ave, Cohansey Blvd — Western Ave <br />Hand St, Elmer St—Burke Ave <br />N McCarron Blvd, Giesmann St—Marion St <br />The majority of the streets are proposed to have the top layer of pavement milled and <br />replaced with new bituminous pavement. The streets where utilities will be replaced will be <br />reclaimed and will have the entire pavement section repaved. Spot curb replacements are <br />also done at this time but only where there are significant structural issues with the in-place <br />curb or significant settling. <br />These pavement resurfacing projects are proposed to be financed through our street <br />infrastructure funds and Municipal State Aid (MSA) funds. After receiving bids for these <br />projects, we will request that the City Council award the bid to the lowest responsible bidder. <br />As part of the Pavement Management Program staff will evaluate the underlying water mains <br />and sanitary sewer lines in the street right-of-way in these areas. We will take advantage of <br />the repaving of the roadways to repair/replace these utilities. These repairs and replacements <br />will be funded from the water and/or sanitary sewer utility funds. <br />Reconstruction: No roads are proposed to be reconstructed in 2018. <br />Seal Coat: As in 2015, 2016 and in 2017, the City will not be doing a seal coat program due <br />to pavement delamination issues. The budget for seal coating will be used to mill and overlay <br />additional roads as part of the PMP project. <br />2. Pathways: Staff will complete the sidewalk segments that were not completed for the 2016 <br />Parks Renewal Pathway projects. <br />New sidewalks/pathways will be constructed along Woodhill Dr between Oxford St and <br />Lakeview Lane to make a complete sidewalk connection between Lexington and Victoria St. <br />As part of Public Works department's annual pathway maintenance where pavement is <br />replaced, Public Works staff will be replacing pathway/sidewalk segments in Willow Park <br />Central Park, and Langton Lake Park in 2018. <br />3. Utilitv Infrastructure: <br />Sanitary Sewer Lining: The majority of the city's sanitary sewer mains were constructed in <br />the late 1950's and early 1960's, utilizing clay tile pipe and reinforced concrete pipe. Over <br />time the joint materials have failed allowing root intrusion. The pipe is also susceptible to <br />cracking and construction damage. The 2018 Capital Improvement Plan recommends <br />funding for a sanitary sewer main lining program to extend the life of our sanitary sewers by <br />50 years or more. This technology essentially installs a new resin pipe inside the old clay tile <br />sewer main without digging up city streets, which results in minimal disruption to residents <br />during construction. The liner pipe is inserted into the main through existing manholes and <br />cured in place with a heat process. Any given segment is usually completed in one working <br />day. Service line connections are reopened using a robotic cutter and remote cameras. <br />During the process, existing flows are bypassed using pumps. This technology has been <br />proven over the past 20 years, and costs have become competitive with open cut replacement. <br />The City started doing this type of renovation on an annual basis in 2006 and will have an <br />annual project for the foreseeable future to replace our aging sewer infrastructure.
