Transportation Glossary <br />CIP: Capital Improvement Plan— five year plan for capital investments in the transportation <br />system and in other capital assets owned by the City (equipment buildings, etc.). <br />CR County Road— county -owned roadway that does not receive State funding. <br />Critical Crash Rate: Statistical indicator of a safety problem at a location. If crash rates at a <br />location are above the critical crash rate, it indicates that the location has a crash rate that is <br />statistically significant compared to similar roadways. <br />CSAR: County State Aid Highway — county owned roadway that receives State Aid funding. <br />MnDOT: Minnesota Department of Transportation. <br />RBTN: Regional Bicycle Transportation Network— existing and planned regional bicycle <br />network established by the Metropolitan Council. <br />TH: Trunk Highway — State highway owned and operated by MnDOT. <br />TPP: Transportation Policy Plan — Regional transportation plan for the Twin Cities <br />metropolitan region, developed by the Metropolitan Council. <br />ChopterX—TronsportaH on (DRAFT) <br />Adopted XXXXXXXXX XX, 201 <br />Page X-2 <br />
