2.3. Access Management <br />The purpose of access management is to provide adequate access to adjacent land development <br />while maintaining acceptable and safe traffic flow on higher level roadways. Access <br />management consists of carefully controlling the spacing and design of public street <br />intersections and private access points to the public roadway system. Because they are designed <br />for higher speed, longer distance trips, arterials generally have restricted access, while local <br />streets can accommodate much greater access. Collector roadways fall in between arterials and <br />local roadways regarding the amount of access that is permitted. <br />The agency with jurisdiction over a roadway sets access management guidelines. Access to <br />I -35W, TH 36, TH 51, and TH 280 must meet MnDOT access management guidelines. See <br />Tables 3 and 4 for MnDOT Access Management Guidelines. <br />Ramsey County has developed a draft set of access management policies. Rather than a set of <br />specific standards, Ramsey County's draft policies "are intended to apply accepted access <br />management principles in a context -sensitive manner to maximize the possible benefits as <br />development occurs or as existing properties are modified." The draft policies are as follows. <br />• A parcel has the legal right to one access from a public street. If access can be obtained <br />from an adjacent street, access from a County Road or County State Aid Highway <br />should be directed to the minor street. <br />• Opportunities to combine or eliminate accesses shall be considered when new accesses <br />are proposed. <br />• Where feasible, the access spacing standards of the MnDOT Access Management <br />Manual shall be met. <br />• Where possible, new driveways shall be aligned with existing driveways or streets. <br />• Any proposed new access or modification of an existing access to a Ramsey County <br />Road or County State Aid Highway requires a County access permit, with approval <br />subject to review by the County Engineer. <br />• Any change in land use of a property with access to any County Road or County State <br />Aid Highway, requires review of the access, in accordance with Minnesota Rules <br />8810.5200. Existing access is not automatically perpetuated. <br />• Unless no other option for access to a property exists, access will not be allowed within <br />the functional area of a street intersection, or within the functional area of another <br />existing access. As defined by MnDOT, the functional areas of intersections are defined <br />as follows: <br />On roadways with posted speed limits less than 45 MPH, 435 feet. <br />On roadways with posted speed limits of 45 MPH or greater, 650 feet. <br />ChapterX—Transportation (DRAFT) <br />Adopted XXXXXXXXX XX, 2017 <br />Page X-21 <br />
