261 Member Trainor commented based on the information they have, the proposed rate <br />262 increases seem valid. He supports the rates as proposed and suggested they begin <br />263 to move forward on a rate adjustment for the future. It will be a longer process and <br />264 cannot be decided at one meeting. <br />265 <br />266 Member Heimerl agreed with Member Trainor and supports the proposed rates. <br />267 However, the future rates should reflect the City's interest in reducing water usage. <br />268 <br />269 Member Misra commented these rates do not reflect high usage, changing the water <br />270 usage rates for users over 30,000 gallons would not require a lot more information, <br />271 encouraging conservation is important and she supports making these changes next <br />272 time. <br />273 <br />274 Member Wozniak commented he agrees they should review how they determine <br />275 rate increases, but he does not support the rates as proposed. The Council needs to <br />276 know there are issues with the rates and they need to be changed. <br />277 <br />278 The Commission agreed the financial presentation is sound and sufficient, but has <br />279 reservations with rates for users over 30,000 gallons. They intend to pick up the <br />280 topic of structure, cost and principles for the 2019 budget. <br />281 <br />282 6. Transportation Plan Update <br />283 Scott Mareck, WSB and Associates, reported on the transportation goals and <br />284 policies provided on pages 35 and 36 of the meeting packet. The majority of what <br />285 is included in this document comes from the existing goals and policies document. <br />286 Some Commissioners provided comments for discussion and the red text represents <br />287 new revisions with the 2040 plan. <br />288 <br />289 Chair Cihacek suggested they address changes that are either highlighted in red or <br />290 that Commissioners provided comment on. <br />291 <br />292 Item 2.3. Ensure that the transportation network responds to changing <br />293 transportation technologies and modes. <br />294 The Commission accepted the suggested two-word change, "prepare for," instead <br />295 of "responds," with this item. <br />296 <br />297 Item 2.4. Proactivelv communicate about and promote transit and pathway options. <br />298 Chair Cihacek commented this addition meshes with the City's Pathway Master <br />299 Plan. <br />300 <br />301 Member Wozniak stated he provided comments on this item because he was not <br />302 sure if these were getting too specific for this level of policy. <br />303 <br />304 Mr. Mareck agreed they should keep this document at a fairly high level, but it is <br />305 good to note the additional commentary.
