171 All of them play a role and work with each other to move the traffic through the <br />172 region. <br />173 <br />174 Chair Cihacek commented Twin Lakes Parkway, which is a City road, was created <br />175 with certain design elements to help relieve traffic on Cleveland Avenue, Fairview <br />176 Avenue, and County Road C, which are County roads. <br />177 <br />178 Member Daire commented they need to determine what the City can do. If <br />179 someone wants a path along a County road, who pays for it? When it comes to <br />180 County, State, or Federal facilities, the City can make a request, but ultimately it is <br />181 up to them to decide if they want to spend the money. Traffic on collector streets <br />182 directed from Highway 36 affects local residents and businesses and they should <br />183 develop a strategy for some of the collector roads. <br />184 <br />185 Chair Cihacek stated the plan is not focused on a specific roadway or outlet, but <br />186 does look at the macro level. He agrees they do need to be clear they are concerned <br />187 about traffic mitigation on roads coming into Roseville and traffic moving through <br />188 Roseville. The roads are already congested and they need to consider what they can <br />189 do in the next 10 years to address that issue. <br />190 <br />191 Member Daire commented he was thinking about the possibility of higher density <br />192 housing on the remote parking areas around Rosedale. However, this will have <br />193 implications for County Road B2, Highway 36, Snelling Avenue, and Fairview <br />194 Avenue. <br />195 <br />196 Member Bull commented it is hard to define traffic in community mixed use areas <br />197 because the commercial and residential areas are going to be the same. <br />198 <br />199 Member Kimble stated she understands they have to look at this as a macro, but <br />200 they have to build up from what is happening on the ground. One of the City's key <br />201 attributes is its centrality in the region and if people cannot get here or get out of <br />202 here, it becomes an issue. <br />203 <br />204 Member Kimble inquired where the PWET Commission was in the Comprehensive <br />205 Plan process. <br />206 <br />207 Chair Cihacek responded this is their second meeting on pathways. <br />208 <br />209 Member Kimble inquired if they have considered the high number of seniors in <br />210 Roseville when discussing transportation strategy, specifically from a multi -modal <br />211 perspective and having aging drivers on the road. <br />212 <br />213 Mr. Mareck responded they have heard frequently from the public the concern of <br />214 accommodating the aging population of Roseville and making sure they have a <br />215 transportation system to accommodate them in the future. This will include having <br />216 a strong para -transit system and a bicycle/pedestrian system that connects to it. <br />Page 5 of 15 <br />
