533 <br />534 Chair Cihacek commented the concern is lead solder and staff can provide <br />535 information to the Council on this and the seal coat program. <br />536 <br />537 Mr. Culver stated this is the third year they have not been doing a seal coat and he <br />538 has not seen anything that makes him think they should restart it. Traffic congestion <br />539 can be addressed through the Transportation Plan, and private sewer services and <br />540 requiring/incentivizing Backflow prevention devices can be combined. <br />541 Councilmember McGehee suggested developing educational material for residents <br />542 to give them confidence when their sewers are lined. The Council is interested in <br />543 developing a design standard and public information campaign. <br />544 <br />545 Regarding sump pumps, Mr. Freihammer stated they are in another I and I (Inflow <br />546 and Infiltration) study where they are trying to identify more susceptible areas in <br />547 the entire City. The report should be completed by the end of October. They <br />548 believe around 10 percent of homeowners that have an illegally hooked up sump <br />549 pump. The Council adopted an updated ordinance regarding sump pumps. <br />550 <br />551 Mr. Culver stated they have a fine established and the language that allows them to <br />552 impose it on properties that are not in compliance. They need to determine the <br />553 terms under which they will do this, how aggressive they will be and how much <br />554 time they will allow the owner to disconnect it. The I and I study will give them an <br />555 area to focus on where they think they have a lot of inflow and they will bring a <br />556 proposal before the Commission once they have some numbers in an area. <br />557 <br />558 Member Misra inquired if there was any connection with contractors and <br />559 development projects. <br />560 <br />561 Mr. Culver responded building code inspectors go to any new development or <br />562 redevelopment home. If they see a violation, they will not issue a Certificate of <br />563 Occupancy. <br />564 <br />565 Chair Cihacek stated based on the list, the Commission does not need to discuss the <br />566 Seal Coat Program, exposure to lead pipes, Pathway Master Plan, traffic congestion <br />567 and transit, and staff can make recommendations on sewer lining. <br />568 <br />569 8.
