The market for community solar gardens has decreased and any <br />Roseville resident that wants to participate in the program now can. The question <br />of how much equity the City wants to put forward changes the City's financial <br />benefit. The proposed benefit was low because they were going to put zero money <br />down and how they structure a deal changes the financial benefit. The facilities <br />study will give them a sense of what they have to work with because they do not <br />want to be putting in solar and then replacing it five years later. <br />Chair Cihacek inquired if they have heard back on the organics issue. <br />Mr. Freihammer responded they have students doing a capstone project on it and <br />will provide information sometime in January when it is completed. <br />Chair Cihacek inquired how much review will be needed at the next meeting for <br />the Pathways Master Plan and policy statements. He inquired if it should be on <br />consent, or open it up for discussion. <br />Mr. Freihammer stated they will send the documents out ahead of time for review <br />and they can have further discussion at the meeting if needed. <br />Chair Cihacek suggested they provide the Planning Commission with an advance <br />copy of the final plan. <br />Member Wozniak commented he is working with some Roseville citizens to draft <br />sustainability oriented goals for the Comprehensive Plan. <br />Chair Cihacek commented they will not address the water rate structure until <br />January. He requested a breakdown of what people spend in summer versus <br />winter, rates structure from other cities, examples of cities that have a focus on <br />water conservation, how a change in rate will affect people, reasons why high- <br />water users are over the average, and historical background on why 30,000 gallons <br />was originally used. <br />Member Seigler suggested they increase the summer rate and keep the winter rate <br />as is. <br />Member Wozniak commented if they ignore winter rates, they may be ignoring <br />inefficient appliances and devices that do not conserve water. <br />Member Misra suggested they look at a broad spectrum of users, not just users at <br />30,000 gallons. <br />Mr. Freihammer announced the Community Workshop #2 will be held <br />Wednesday, November 8 from 6:00 to 8:00 p.m. and Thursday November 9 from <br />1:00 to 3:00 p.m. <br />Page 13 of 14 <br />
