Member Wozniak noted Item 3.1 is broad, and the following two items are more
specific. He suggested they further develop these items after the plan is approved.
Mr. Freihammer explained the bullet points could potentially become Item 2.5 and
Member Wozniak's comment "...explore opportunities to create, expand
intermodal connectivity..." could be included in that.
Chair Cihacek inquired if items 2.1, 2.4, and 2.5 should be consolidated into one
since they are all very similar. He suggested item 2.1 be changed to, "Proactively
promote intermodal connectivity to include transit and pathways." He also
suggested they strike "non -motorized" in item 2.1 since it is covered in a different
section.
Mr. Freihammer suggested staff provide wording to consolidate items 2.1, 2.4, and
2.5, and bring it back to the Commission for approval.
Item 3.1. Svstem-wide transportation capacity should be achieved by using a high
level of network connectivity, appropriately spaced and properly sized
thoroughfares and multiple travel modes, rather than by increasing the capacity of
individual thoroughfares.
Mr. Freihammer explained this change was brought up by the Planning
Commission. They suggested the end of the statement be changed to, "rR
b -y as an alternate to increasing the capacity of individual thoroughfares where
appropriate.
Member Seigler recalled aprotest in Minneapolis against the addition of bike lanes,
and inquired if they should add something to make sure they do not go overboard
with bike lanes.
Member Wozniak stated the protest was a hoax.
Chair Cihacek explained the plan states they should design bike lanes where
appropriate.
The Commission accepted the change to Item 3.1 as proposed by the Planning
Commission.
Item 3.7. Maintain high-quality neighborhoods through the ongoing Citv Pavement
Management Program to rehabilitate or reconstruct Citv streets.
Member Wozniak proposed the addition of Item 3.8, as a broad statement to what
the City is already doing and suggested it include wording about environmentally
safe, effective and sustainable methods of ensuring that people have access to the
streets year round.
