Regular City Council Meeting <br /> Monday,November 13, 2017 <br /> Page 3 <br /> Mayor Roe opined that it made sense to keep it in the scope, duties and functions <br /> of the commission; and didn't see it as being problematic as part of Item G, since <br /> that item was primarily focused on the portfolio and policy. Mayor Roe opined <br /> that he saw Item G as a catch all for other items of concern or suggested im- <br /> provements that may come up from time to time. <br /> Since the City Council direction to the commission was around the investment <br /> policy and portfolio, Councilmember McGehee questioned why not state it as <br /> such. <br /> Councilmember Laliberte noted that the City Council had previously discussed <br /> the language of the ordinance at some length; and asked if subsequent to that last <br /> joint meeting discussion, the commission had pushed back for more specificity. <br /> Commissioner Zeller responded that the financial affairs language had not been <br /> specifically discussed by the commission; and that they had only sought to clean <br /> up minor language issues. At the request of Councilmember Laliberte, Commis- <br /> sioner Zeller advised that the commission was comfortable with the language <br /> proposed in these revisions. <br /> Councilmember Etten asked if the commission wanted to separate out review of <br /> the investment policy and portfolio from the more open-ended review of the city's <br /> financial affairs in order to bring any items of concern or improvement to the City <br /> Council's attention, or if they were two separate items or all focused on the in- <br /> vestment policy and portfolio. <br /> Councilmember Laliberte noted that it was discussed at the last joint meeting; and <br /> stated that she had no problem with the language as presented. <br /> Mayor Roe suggested if at some point in the future this language appeared to cre- <br /> ate any issues, it could be changed at that time. <br /> Mayor Roe noted a technical correction in Item G to revise "concerns" to "con- <br /> cern." <br /> Without objection, Mayor Roe noted that the council directed the commission and <br /> staff to bring back this recommendation for action at a future City Council meet- <br /> ing. <br /> Recommendation on the 2018 Property Tax Levy <br /> Finance Director Miller reviewed this recommendation as outlined in the RCA <br /> (page 2, lines 59— 83) and with Attachment A. <br />
