Regular City Council Meeting <br /> Monday,November 6, 2017 <br /> Page 12 <br /> Councilmember Laliberte expressed appreciation for the county's new Healthy <br /> Aging Coordinator and an opportunity for working with that staff person along <br /> with Roseville groups already working on similar efforts. <br /> Councilmember Laliberte addressed the growing number of complaints she'd <br /> fielded over the last 1-2 years about traffic in general, sometimes concerning city <br /> streets, but more often county roadways. One area of concern raised by Coun- <br /> cilmember Laliberte was the entire Fairview Avenue route from County Road D <br /> to Lydia Avenue and ongoing back-ups, asking at what point this would become a <br /> Ramsey County priority, whether through a roundabout at the five-way intersec- <br /> tion as discussed in the past or at a minimum for striping to improve traffic flow. <br /> While the city frequently was mandated on access for new development and what <br /> was allowed or not allowed in order that close access points not interfere with in- <br /> tersections, Councilmember Laliberte noted the close access point of Ramsey <br /> County at the library intersections, and asked if there was a safer solution to that. <br /> Councilmember Laliberte stated her strong support for the blue bag organic recy- <br /> cling technology, opining that was a good solution for residents. <br /> Commissioner McGuire thanked Councilmember Laliberte for her involvement <br /> with the Roseville Alzheimer's and Dementia and CHAT efforts; and stated her <br /> continued support to find ways to enhance and work with the community on those <br /> efforts. <br /> Recognizing that the county had performed a traffic count on Fairview Avenue, <br /> Commissioner McGuire offered to provide further information on that; as well as <br /> concerns at the library intersections. <br /> Mayor Roe asked that Commissioner McGuire continue to emphasize those par- <br /> ticular traffic issues in their priority projects. <br /> Specific to the library issue, Councilmember Willmus asked that the county ad- <br /> dress that serious problem on southbound traffic at Hamline and Commerce Street <br /> by restriping it at a minimum and in the immediate future. <br /> Commissioner McGuire committed to continuing work on that issue. <br /> Councilmember Etten noted that the recurring theme is that some of these issues <br /> have been raised before, and as he had personally talked to her about the Rice <br /> Street/Larpenteur Avenue area, noted Commissioner McGuire's support for those <br /> redevelopment efforts; and expressed appreciation to the county for sending their <br /> Public Works staff to help move things along. However, Councilmember Etten <br /> opined that it was critical that Ramsey County have an active part, since they <br /> owned the public land and rights-of-way.
