Regular City Council Meeting <br /> Monday,November 6, 2017 <br /> Page 13 <br /> dor could control business zoning to make redevelopment better, Councilmember <br /> Etten noted that Ramsey County needed to be at the table from the government <br /> and operations standpoint. Councilmember Etten stated that he wanted to empha- <br /> size that publicly, recognizing Commissioner McGuire's appointment as point <br /> person for those efforts. <br /> Commissioner McGuire confirmed that she and Commissioner Rettman had been <br /> appointed, and committed to attending as many of those meeting as possible, or <br /> making sure county staff was well-represented at the table. <br /> Councilmember Etten noted the considerable efforts being expended and signifi- <br /> cant impact in this redevelopment area at Rice and Larpenteur; and asked that <br /> elected officials choose to be at the table, both elected officials and staff, noting <br /> the huge commitment for city and county participants. <br /> Councilmember Etten also noted that communities within Ramsey County con- <br /> tinued to frequently ask for bike path connections, and asked that the county par- <br /> ticipate in exclusively installing those amenities along County Roads as part of <br /> their master planning and beyond partial matches as part of their Active Living in- <br /> itiative. While recognizing the county's installation on accessible ramps at inter- <br /> sections, Councilmember Etten opined that the next step was for Ramsey County <br /> to plan for the installation or replacement of bike paths and sidewalks as applica- <br /> ble to make those important connections, as well as plowing those trails during <br /> the winter months (e.g. McCarrons Lake area)perhaps through cooperative efforts <br /> between the county and city. <br /> Commissioner McGuire stated that she was continually fighting for bike paths, <br /> and with the implementation of another wheelage tax for roads and trails, re- <br /> mained hopeful. Commissioner McGuire also stated that she appreciated the <br /> city's strong advocacy for the Rice/Larpenteur redevelopment initiative and <br /> committed to making sure that emphasis continued. <br /> Regarding county plowing of trails and paths, Councilmember Willmus noted <br /> Lake Josephine Park had a similar in the winter with no plowing beyond the in- <br /> ternal parking area near the boat launch/access south of the main drive. <br /> Commissioner McGuire committed to continuing to push addressing traffic issues <br /> on Fairview Avenue. <br /> Mayor Roe noted the county's efforts, during the past legislative session, to seek <br /> special legislation for creation of a county Housing & Redevelopment Authority <br /> (HRA) or Economic Development Authority (EDA). When that didn't occur, <br /> Mayor Roe noted that the idea was to work with cities; and asked if that was still <br /> in the works or had gone by the wayside. <br />
