Regular City Council Meeting <br /> Monday,November 6, 2017 <br /> Page 14 <br /> Commissioner McGuire responded that in hindsight, the county had realized their <br /> attempt to move too fast without informing cities, thus deciding to put the issue <br /> on hold for now. Commissioner McGuire noted that she chaired the county's <br /> Legislative Committee, and planned to work with the county's new Economic <br /> Development point person to sort things out to determine if the county needed an <br /> HRA or EDA. Having learned from their mistake, Commissioner McGuire ad- <br /> vised that cities would hear from the county before pursuing any such legislation <br /> in the future. <br /> Specific to the Rice Street/ Larpenteur Avenue planning, Mayor Roe noted a sig- <br /> nificant amount of talk in that vision for more year-round programming at McCar- <br /> rons Park, something not attempted to-date by Ramsey County, in addition to <br /> plowing those pathways. Mayor Roe emphasized that this needed to be on Ram- <br /> sey County's radar screen, specifically part of Urban Land Institute (ULI) efforts <br /> this week; with the planning group having ensured to involve Ramsey County's <br /> Parks & Recreation staff so there were no surprises. <br /> Specific to roadway improvements in that same area, Mayor Roe noted that the <br /> Cities of St. Paul, Maplewood, and Roseville had possible resources to apply to <br /> those improvements, and suggested as a result that Ramsey County bump up their <br /> priority roadway projects as well. Mayor Roe asked that Ramsey County consid- <br /> er any opportunities for partnering in those efforts or in changing their timing to <br /> move forward on projects in that area. <br /> Commissioner McGuire agreed those were excellent points, and agreed that any- <br /> thing the county could do to partner with projects to move them along faster was <br /> good and always something the county looked forward to participating in. <br /> In conclusion, Commissioner McGuire reiterated her intent to get the requested <br /> information after her research from various county department staff, with Mayor <br /> Roe asking that she forward that information to City Manager Trudgeon to dis- <br /> seminate to the City Council. <br /> b. Consider a Zoning Map Change and PRELIMINARY PLAT at 2315 Chats- <br /> worth Street (PF17-009) <br /> As detailed in the RCA and attachments of today's date, City Planner Thomas <br /> Paschke briefly summarized this request. <br /> At the request of Mayor Roe, City Planner Paschke advised that the develop- <br /> ment's tree preservation implementation had been reviewed and supported by the <br /> city's consulting forester and work would continue on landscaping and screening <br /> beyond that information included in this RCA. <br />
