Regular City Council Meeting <br /> Monday,November 6, 2017 <br /> Page 18 <br /> At the request of Councilmember Laliberte, City Planner Paschke reported that it <br /> was easy for staff to follow the guide for design standards in the PUD for this de- <br /> velopment site, with only one vacant lot yet to be developed and following along <br /> with consistent standards. Even if the Veritas parcel split into one or two more <br /> lots, Mr. Paschke suggested the same held true. However, Mr. Paschke noted that <br /> the greatest issue for staff was the outdated and ambiguous Table of Uses and <br /> confusion on what the PUD allows and how it allows it. If the City Council could <br /> clean that table up, Mr. Paschke opined that it would prove helpful to staff, noting <br /> that the city's current design standards were fairly consistent with the PUD <br /> agreement. <br /> Community Development Director Collins agreed that, to the extent the subjectiv- <br /> ity could be removed form the Use portion of the PUD and staff's interpretation <br /> of percentages, that would be staff s first priority; opining that design standards <br /> remained quite objective. <br /> Councilmember Etten agreed in general with Councilmember McGehee, stating <br /> that he liked the design standards and preferred structured versus surface parking; <br /> and further agreed that if the Veritas site redeveloped, it would likely increase in <br /> height and therefore take up less green space. In an amended form, Councilmem- <br /> ber Etten opined that this was a prime area for commercial properties within the I- <br /> 35W corridor and expressed his interested in seeing that type of use and focus <br /> continue, while helping staff through some implementation changes. <br /> Mayor Roe referenced the current permitted Table of Uses for B-4 (former Retail <br /> Office Service District) under the current PUD (page 2 of the RCA) that was very <br /> specific, and asked if the council preferred striking language from the preceding <br /> statement of uses (lines 61-70), striking specific uses from the Table of Uses, or <br /> rewriting the entire table and/or paragraph. <br /> Councilmember McGehee suggested striking the reference in line 61 of 50% of <br /> each building as office use, since a lot of those uses are too specific and outdated. <br /> However, Councilmember McGehee suggested referencing some aspects of Table <br /> 1006-1 (pages 3 and 4 of the RCA) that would be more reasonable and generic for <br /> staff, as well as some substitutions or eliminations. Councilmember McGehee <br /> opined that the city wanted to retain medical, dental,business and professional of- <br /> fices, banks, and financial institutions; but questioned the office/service building <br /> use definition, as well as not being so specific about recording studios or such a <br /> heavy emphasis on offset printing uses. Councilmember McGehee stated her in- <br /> clination to remove the printing use entirely. At the request of Mayor Roe for bet- <br /> ter clarification, Councilmember McGehee advised that her intent was to define <br /> what was still reasonable from the Table of Uses for B-4 within Each Building <br /> Type and possible substitutions or additions to that B-4 Use Table. <br />
