Regular City Council Meeting <br /> Monday,November 6, 2017 <br /> Page 22 <br /> City Planner Paschke suggested creating a definition to address and expound on <br /> that particular use, similar to a learning studio, but part of the arts use versus gen- <br /> eral retail (e.g. visual and performing arts definition). <br /> Councilmember Willmus stated that he was inclined to look at the use to form the <br /> definition for it and similar uses; with Councilmember Etten stating that he was <br /> open to that; and Mayor Roe clarifying both the retail and service components <br /> would be included, not just selling, perhaps by looking at the definition or adding <br /> it as a conditional use (CU) in other areas. <br /> Considerable discussion was held regarding restaurant use and the definition of <br /> each type of restaurant use, with the desire to not permit fast food restaurants with <br /> drive-throughs; but traditional restaurants as permitted uses. City Planner <br /> Paschke clarified that food service for employees and/or tenants were often in- <br /> cluded as a part of the business. <br /> Councilmember Willmus suggested looking at a unique definition for restaurant <br /> uses for this specific PUD; excluding larger chain-type restaurants that would <br /> draw a significant volume of outside traffic during the day. <br /> Councilmember Etten pointed out that the intent was for businesses to provide a <br /> place for their employees to each lunch as an amenity. Councilmember Etten not- <br /> ed that there were few restaurants available in that area, and the city needed to <br /> find a way to allow that to happen to accommodate the needs of those businesses. <br /> Mayor Roe suggested making it conditional and figuring out the conditions later <br /> on a case by case basis. <br /> Councilmember Willmus suggested looking at it as permitted use but with some <br /> form of unique definition for this locale; opining that whether the use was condi- <br /> tional, he wasn't sure it needed to come before the City Council whenever some- <br /> one wanted to open a restaurant in this PUD area. Councilmember Willmus cau- <br /> tioned precluding a stand-alone restaurant use that may provide a higher-end sit <br /> down restaurant option. <br /> City Planner Paschke asked what was being defined. <br /> Mayor Roe clarified that the desire was for a restaurant, but not a fast food fran- <br /> chise. Mayor Roe noted that as part of the mix of uses, it may eliminate some <br /> players in the market place that may not be the intent. <br /> Councilmember McGehee stated that she was considering some sort of food ser- <br /> vice as part of the mix of uses in a building, but also designed to serve others out- <br /> side of the business at lunch time (e.g. those who work and play in that develop- <br />
