Regular City Council Meeting
Monday, November 6, 2017
Page 24
City Planner Paschke assured that the existing PUD would not be cancelled with-
out something in its place; clarifying that a number of things addressed tonight
may take a greater amount of time to coordinate and process.
Mayor Roe clarified that the City Council certainly didn't want to cancel the ex-
isting PUD before the new regulations became effective, but asked that staff pro-
ceed at their earliest convenience to bring final resolution to the City Council for
action.
d. Public Hearing to Consider Approving 2018 Liquor License Renewals
City Manager Trudgeon reviewed the requested license renewals; and as detailed
in the RCA, noted those liquor establishments with compliance failures during the
previous five year period.
Mayor Roe opened and closed the public hearing at approximately 8:52 p.m.; with
no one appearing for or against.
Willmus moved, Laliberte seconded, approved 2018 Liquor License as pre-
sented in Attachment A; amended to exclude renewal of the Off-Sale Liquor
License at Cub Foods at 2100 Snelling Avenue at this time.
Mayor Roe clarified that the intent with this motion, as stated, would be to allow
additional discussion prior to reconsidering renewal of the Cub Liquor license
prior to year-end expiration of the current annual license.
Councilmember Willmus agreed, stating that he was seeking additional infor-
mation from staff as to where this licensee was at with training materials updates
prior to his further consideration of renewing the liquor license.
City Attorney Gaughan further clarified that any ultimate decision not to renew a
liquor license required certain notice provisions, including written findings as a
basis for non-renewal, with sufficient time to allow the applicant to request/hold
an administrative hearing. City Attorney Gaughan asked that the City Council
keep those requirements in mind for scheduling purposes if subsequent non-
renewal becomes the chosen path determined by the City Council.
Mayor Roe suggested a second motion to follow this motion specific to Cub Food
liquor licenses.
Roll Call
Ayes: McGehee, Willmus, Laliberte, Etten and Roe.
Nays: None.
Willmus moved, McGehee seconded, TABLING action on the Cub Liquor
Off-Sale Liquor License at 2100 Snelling Avenue, pending an opportunity to
receive additional staff information as requested.
