Mr. Murphy noted <br /> that this site appears to be used as a junkyard, in violation of Title 10 as defined <br /> by city code. <br /> Mr. Murphy asked several questions of the City Council to consider: Whether <br /> Dorso shouldn't be held to the same conditions as other IU's approved in the last <br /> 2.5 years; What would happen if the property was sold to another party with this <br /> continued use; How the sunset clause in Section 2.3 of the agreement protected <br /> the city and citizens after the five year period if the situation remains the same <br /> since there is no intended IU request to consider; and if a lawsuit or proposed set- <br /> tlement recurs at that time, would the City Council provide transparency with a <br /> public hearing before the Planning Commission, fully noticed to the public fol- <br /> lowed by a subsequent recommendation to the City Council. <br /> With the city's Community Development staff having insisted that an IU be sub- <br /> mitted and the subsequent lawsuit, Mr. Murphy asked the City Council to see the <br /> lawsuit through to its conclusion, and if a settlement is necessary, he urged them <br /> to apply conditions similar to other IU's issued recently. <br /> Dr. Lawrenz Phillip Shrink,Applewood Pointe Community Member <br /> Mr. Lawrenz opined that the city was doing a good job in redeveloping this area, <br /> other than this eyesore right in the middle, the Dorso property that created an <br /> anomaly. Based on his work experience at Honeywell on trends, Mr. Lawrenz <br /> questioned how a five year settlement agreement could accurately predict eco- <br /> nomic conditions through its duration, suggesting that new companies and/or de- <br /> velopers investing in the property may result in a better solution. Mr. Lawrenz <br /> asked that the City Council reject this agreement allowing Dorso another five <br /> years of continued abuse of the city's codes. <br /> Mike Holley,Applewood Pointe, 1996 Langton Lake Drive <br /> Mr. Holley concurred with previous speakers; and in the interest of time, con- <br /> firmed the almost unanimous agreement of remaining audience members. <br /> Lyle Baker,Applewood Pointe <br /> Mr. Baker stated that he'd watched Cleveland Avenue over last 30 years, within <br /> the city limits and immediately outside it, opining that Roseville had done a won- <br /> derful job of cleaning up this area, amazing him with its transformation. Mr. <br /> Baker noted the millions of dollars invested, including those from taxpayers like <br /> him in the neighborhood. Mr. Baker opined that this property is literally a junk- <br /> yard, and by not moving on the lawsuit or seriously applying regulations to the <br /> property, the city was simply forestalling the inevitable showdown; and opined <br /> that the time to do so was now. <br /> Roger Anderson,Applewood Pointe at Langton Lake <br />
