Regular City Council Meeting <br /> Monday, November 6, 2017 <br /> Page 2 <br /> At the request of Mayor Roe, City Manager Trudgeon clarified that the property <br /> owner had initiated litigation in an action against the city related to ongoing mat- <br /> ters back and forth between the two parties, as detailed in the RCA. <br /> In further response to Mayor Roe, City Attorney Gaughan clarified that all other <br /> parties to the agreement have executed it, with the last step action by the City <br /> Council to accept the negotiated provisions. <br /> Councilmember Laliberte expressed appreciation for background information for <br /> the benefit of the public; and further expressed her interest in hearing public <br /> comment on this issue. <br /> Public Comment <br /> City Manager Trudgeon noted receipt of written comments in the form of a letter <br /> dated November 6, 201 7from Wayne Jennings and Joan Sorenson, 1996 Langton <br /> Lake Drive, #418, attached hereto and made a part hereof, asking for an imme- <br /> diate timeline for removal of the trailer yard. <br /> Carol Erickson, Applewood Pointe, 1996 Langton Lake Drive <br /> As one of the residents initially instrumental in saving Langton Lake and the crea- <br /> tion of a natural park by the neighborhood, Ms. Erickson stated the importance to <br /> her and the immediate neighborhood of this area. Ms. Erickson expressed disap- <br /> pointment that no notice had been provided to the neighbors of tonight's proposed <br /> action and apparent final decision to be made. While being well-acquainted with <br /> Mr. Dorso, Ms. Erickson expressed disappointment with the ongoing condition of <br /> the property, including the number of dilapidated trailers moved on site to make it <br /> appear that progress was being made. Ms. Erickson expressed further disap- <br /> pointment that the city is offering Mr. Dorso an option to remain on-site for an- <br /> other five years, after already abusing city code for the last 30-40 years and not <br /> adding in any way to the redevelopment of the Twin Lakes area, but instead serv- <br /> ing as a blight to the area and embarrassing residents in that area who have guests <br /> traversing past that property to visit. Ms. Erickson questioned the benefit to the <br /> city with this agreement, while it seems to allow Mr. Dorso the continued use of <br /> the site as he pleases while ignoring city code and further pollutes Langton Lake <br /> from seepage from this site. Ms. Erickson asked the city to not to approve this <br /> agreement, opining that another five years was too long. <br /> Robert Murphy,Applewood Pointe, 1996 Langton Lake Drive <br /> As a resident living and working in Roseville over the last forty years, Mr. Mur- <br /> phy asked the city to reject this settlement agreement as currently worded. Mr. <br /> Murphy referenced the meeting extracts of several City Council meetings address- <br /> ing similar Interim Use (IU) situations for outdoor storage in the area and the <br /> specific conditions of each (2470 Highcrest, 2211-2217 Rose Properties, 2270 <br /> Rose Properties, and 2501 Walnut), including stipulations required by the Fire <br /> Marshal to address safety and access lanes for separation of trailers with final ap- <br />
