Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 13 <br /> Excluding the conflict over the Centre Pointe area, Councilmember Etten noted <br /> other areas currently zoned office/business park that abutted single-family resi- <br /> dential, especially in the western portion of the city. Therefore, Councilmember <br /> Etten reiterated his interest in having a clearly designated zoning in place instead <br /> of relying conditional use pieces to be debated for those areas. <br /> Mayor Roe noted the good point brought up by Mr. Paschke regarding 2040 com- <br /> prehensive plan designations and intended distinctions between office and em- <br /> ployment districts, and questioned staff on whether the council should attempt <br /> consistencies with that. <br /> Mr. Paschke suggested that the council continue to act on this during interim; and <br /> then after adoption of the 2040 comprehensive plan and subsequent zoning desig- <br /> nations were addressed and those uses that could take up to another two years <br /> through the public process, including Planning Commission public hearings and <br /> City Council considerations, they could be solidified accordingly. Mr. Paschke <br /> advised that the property owner and applicant were present in tonight's audience <br /> and may shed some light on those boundaries. <br /> Mayor Roe sought additional comment on how the council wanted to address this <br /> area for the next 2-3 years as the rezoning process goes forward. If the intent is to <br /> go with two distinct office/business park designations, Mayor Roe noted the need <br /> to guide which locations were designated 1 or 2, and sought council direction to <br /> staff tonight. Mayor Roe noted that the application currently before the City <br /> Council required action by December 5, 2017 unless the applicant or council <br /> sought a 60-day extension. <br /> Based on this application, Mr. Paschke noted challenges over the years to a num- <br /> ber of similarly-zoned properties held by Transwestern and other property own- <br /> ers. <br /> At the request of Mayor Roe, Mr. Paschke confirmed that if an outdoor storage <br /> use came forward, the applicant could seek approval of through a conditional use <br /> application, depending on the principle use of the property; thus the storage <br /> throughout this area, either permitted, or pre-existing nonconforming, or permit- <br /> ted use. <br /> Willmus moved, Etten seconded, the creation of Office/Business Park-2 des- <br /> ignation to generally include the geographic area south of County Road C, <br /> west of Fairview Avenue, east of Cleveland Avenue, and including properties <br /> immediately fronting on the north and south side of Oakcrest Avenue; re- <br /> taining the current Office/Business Park designation in other areas; and di- <br /> recting staff to look at the definitions and Table 1006.01 changes to Of- <br /> fice/Business Park 2 as currently included in Office/Business Park designa- <br /> tion, with warehousing "not permitted" in existing Office/Business Park as <br />
