Regular City Council Meeting <br /> Monday, November 27, 2017 <br /> Page 22 <br /> Laliberte encouraged staff to not wait until June of 2019 to bring this priority for- <br /> ward. <br /> Mayor Roe concurred, suggesting tours of the facility between now and that date. <br /> Councilmember Laliberte reported that bonding tours had already been completed <br /> for this year. <br /> For the record, Councilmember Etten stated his support for this item and the state <br /> and regional nature of the OVAL; and suggested wrapping regional and national <br /> partners as supporters of the nature of that function, not simply Roseville-specific <br /> but with the facility as an economic driver for the area and region and serving <br /> many backgrounds. <br /> Mayor Roe noted that the Roseville Visitor's Association (RVA) should have <br /> considerable statistics available. <br /> Roseville Specific <br /> Bridge to Safely Accommodate Pedestrian and Bicycle Traffic along Snelling <br /> Avenue over Highway 36 in the 2020 State Bonding Bill (page 3) <br /> City Manager Trudgeon provided rationale in seeking state bonding for this, in- <br /> cluding the possibility of special legislation, given the estimated $10 million cost. <br /> However, Mr. Trudgeon also noted staff's concerns that this not compete with the <br /> OVAL funding, and asked the council for their direction as to its priority. <br /> Councilmember McGehee referenced her discussions earlier this year with the <br /> Minnesota Department of Transportation (MnDOT) and future projects related to <br /> the Highway 36/Snelling Avenue interchange that may provide an opportunity to <br /> include this with their plans. <br /> City Manager Trudgeon advised that often there was often a local match required <br /> that the city would not be able to meet, thereby requiring additional funding assis- <br /> tance. Mr. Trudgeon reported that Public Works Director Marc Culver continued <br /> to be in contact with MnDOT staff on upcoming projects and potential cost- <br /> sharing opportunities. However, Mr. Trudgeon reiterated his question as to <br /> whether the City Council wanted this item to show up on that priority list to dis- <br /> cuss with legislators or to defer it so as not to compete with funding for the <br /> OVAL. <br /> Public Works Director Culver reported on the recently-completed project by <br /> MnDOT on Snelling Avenue up to the bridge deck; with a future long-range pro- <br /> ject identified to redeck the bridge at Snelling Avenue over Highway 36. Howev- <br /> er, Mr. Culver noted the upcoming I-35W managed-lane project as MnDOT's <br /> first priority. Mr. Culver also noted the need for further discussion on how to ad- <br /> dress the existing bridge in the interim, with complications based on how those <br />
