Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 29 <br /> Councilmember Etten stated his preference to retain the intent of the City Council <br /> to nurture its own community and trade area that includes Minneapolis and St. <br /> Paul (e.g. Fort Snelling) given Roseville's proximity to both those areas. While <br /> agreeing that there were valid examples of organizations seeking a broader na- <br /> tional scale to expend funds (e.g. disaster relief), Councilmember Etten stated that <br /> he would still maintain the need for a minimum of 90% or more to remain in this <br /> large trade area in an effort to nurture local organizations. <br /> Councilmember Laliberte concurred to keeping the spirit intended with these re- <br /> cent modifications, opining that she could revise her thinking on the requirement <br /> to between 85% to 90%, with her comfort level being to allow a national expendi- <br /> ture of funds at 90%. <br /> Councilmember Willmus reiterated his position to retain the 100% requirement. <br /> Councilmember Willmus asked staff is they had any enforcement for where an <br /> organization expended their proceeds. <br /> Unless information is retained by the organization itself, Finance Director Miller <br /> responded that the city did not track that information or have additional commu- <br /> nication with those organizations participating with pull tabs, etc. other than what <br /> city code stipulated. <br /> Councilmember Willmus suggested requiring that confirmation at the point of <br /> sale. <br /> Councilmember Laliberte questioned the validity of such a requirement beyond an <br /> organization simply posting a piece of paper on the wall. <br /> Mayor Roe stated his consideration of the requirement at 80%,but no lower. <br /> Councilmember Etten stated his preference for a higher requirement than suggest- <br /> ed by Mayor Roe. <br /> Discussion ensued, without consensus on an expenditure requirement of 85% or <br /> 90%; with the results being to direct staff to bring the ordinance forward for re- <br /> view at a future meeting, revising the expenditure requirement in the trade area at <br /> 85%. <br /> L Approve 2018 City Council Calendar <br /> City Manager Trudgeon presented the draft 2018 City Council calendar for re- <br /> view and comment. <br /> Councilmember McGehee suggested removing one of the two meetings proposed <br /> in December, opining that the current city budget and levy process should be well <br /> ready by the end of November, negating two December meetings. <br />
