Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 28 <br /> notices be revised to provide the full scope of potential impacts by providing that <br /> more detailed information representing those impacts to taxpayers. <br /> City Manager Trudgeon noted that state statute language provided specifics, but <br /> offered to discuss timing further with Ramsey County staff. <br /> Mayor Roe stated that he would support transparency associated with school ref- <br /> erendums, such as "this is the additional amount you'd pay subject to the referen- <br /> dum passing..." <br /> Councilmember Laliberte agreed that would be more information than taxpayers <br /> were currently receiving. <br /> Mayor Roe also suggested advocating that Ramsey County tax statements include <br /> more transparency for Housing & Redevelopment Authority (HRA) and/or EDA <br /> levies, since they're currently lumped together with"other taxing districts." <br /> Councilmember Willmus concurred with that advocacy. <br /> City Manager Trudgeon reported that he had heard county staff conversations <br /> looking to improve the statements, but also noted the cumbersome nature of that <br /> process. However, Mr. Trudgeon offered to research it further, including any leg- <br /> islative mandates related to the statement formatting. <br /> e. Consider Modifications to Roseville City Code, Chapter 304.04, Requiring <br /> 100% of Lawful Gambling Proceeds to be Expended within Roseville's <br /> Trade Area <br /> Finance Director Chris Miller summarized previous actions modifying Chapter <br /> 304 related to lawful gambling proceeds, and their 100% expenditure required in <br /> the City of Roseville's trade area, as detailed in the RCA of today's date. Mr. <br /> Miller referenced the request of Mike Byrne, Gambling Manager from the Ameri- <br /> can Legion seeking less strict requirements, allowing his and other applicable or- <br /> ganizations to expend proceeds towards Fort Snelling, Camp Ripley or hurricane <br /> efforts out-of-state, as examples. <br /> Councilmember Willmus stated his preference to retain current language at 100% <br /> Councilmember McGehee stated that Mr. Byrne made a point for organizations <br /> having a more national reach; opining that she wasn't convinced that 100% is ap- <br /> propriate. Councilmember McGehee stated that she would be happy to additional <br /> research with other cities for any deviations; speaking in support of between 10% <br /> to 20% expenditures outside this trade district in accordance with the national <br /> goals of those organizations. <br />
