Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 5 <br /> that the state system had a purge system (e.g. typical traffic stops removed after <br /> 90 days) allowing a lot of the data to be removed and open up space on the serv- <br /> ers. <br /> Mayor Roe confirmed with Chief Mathwig that all videos would be loaded into <br /> the system, but the adopted policy parameters and criteria would determine the <br /> length of time kept. Mayor Roe further confirmed that an officer could not come <br /> in at the end of shift and make a determination on what was or was not kept in the <br /> system; but the video would be kept for the length determined based on state data <br /> practices and allowances specific to body cameras. <br /> Public Comment <br /> Sherry Sanders,McCarrons Blvd. <br /> Ms. Sanders expressed her concern with this partnership with the Village of St. <br /> Anthony, opining that they didn't have a very good record for decision-making. <br /> Ms. Sanders stated that she was unaware of the survey referenced by Chief <br /> Mathwig, as well as not being aware of the community demanding officers to <br /> wear body cameras. Ms. Sanders questioned how many people had attended the <br /> community meeting about the pilot program and what representation of the city <br /> was involved. Ms. Sanders opined that to state that the whole city wanted body <br /> cameras worn by Roseville officers was not true. Questioning community en- <br /> gagement involved, Ms. Sanders suggested that the city's Human Rights, Inclu- <br /> sion and Engagement Commission (HRIEC) host an event to engage the commu- <br /> nity about this issue. Having lived through the past Rodney King issue in Los <br /> Angeles, Ms. Sanders restated her concern, especially her understanding that of- <br /> ficers could edit — and not simply review — their tapes. Ms. Sanders opined that <br /> behavior, not cameras, served to build trust; and expressed her interest in protec- <br /> tion the human rights of Roseville citizens with that protection the top priority to <br /> provide open and honest community between officers and residents, and not to <br /> simply protect the reputations of the officers. <br /> Councilmember McGehee moved to TABLE this request for full discussion about <br /> the process and a review of the policy, with possible community engagement op- <br /> portunities addressed to ensure the public wanted these body cameras. <br /> Mayor Roe declared the motion failed for lack of a second. <br /> Etten moved, Willmus seconded, authorizing the Roseville Police Department to <br /> enter into a grant contract (Attachment A) with the City of St. Anthony, allowing <br /> the City of Roseville to accept the grant funding from the U.S. Department of Jus- <br /> tice — Office of Justice Programs to outfit and deploy body-worn cameras <br /> (BWC's) for all sworn police staff and community service officers; and authoriz- <br /> ing the City Manager, Mayor, Roseville Police Chief, and Roseville City Attorney <br /> to execute the document. <br />
