Councilmember Laliberte clarified that she was a strong be- <br /> liever that the License Center was a good operation generating nice revenue for <br /> the city while providing good service for the region. However, Councilmember <br /> Laliberte also cautioned that Roseville was not the only operation in the area <br /> providing those services any more, and therefore that needed to be taken into con- <br /> sideration without simply spending money without giving it more thought. There- <br /> fore, Councilmember Laliberte stated her support in stepping back to allow for <br /> that reconsideration. <br /> At this time, City Manager Trudgeon provided Consumer Price Index (CPI) up- <br /> dates as requested by Councilmember Laliberte, representing numbers available <br /> (no numbers available for the second half of 2017) consistent with his recommen- <br /> dations at 2.25% for non-union employees and 2.75% for union staff under con- <br /> tract obligations. <br /> While appreciating the update related to employee COLA increases, Coun- <br /> cilmember McGehee restated her concerns with discrepancies in union and non- <br /> union compensation and in relation to peer city averages. <br /> Specific to the License Center, Councilmember McGehee seconded the comments <br /> of Councilmember Laliberte in it being perfectly reasonable to go back to drawing <br /> board as suggested by Councilmember Willmus to review proposed finishes for <br /> the License Center renovation. Councilmember McGehee stated that she could <br /> have agreed to that, but not to the universal rejection of all bids and need to go <br /> back down that path. If and when the process resumes, Councilmember McGehee <br /> stated her support for revisiting the proposed materials at that time to reduce <br /> costs. <br /> Councilmember McGehee pointed out to Councilmember Willmus that she did <br /> not support the past City Council majority action to approve bonds for a new fire <br /> station and park improvements without the benefit of a referendum. <br /> In terms of CIP spending, Councilmember McGehee pointed out the recent insti- <br /> tution this year, with development of the Cedarholm Golf Course clubhouse pro- <br /> ject, projections for operational and maintenance costs going forward and provid- <br /> ing needed transparency from the start. Councilmember McGehee expressed her <br /> hope that this would be the new norm going forward. However, Councilmember <br /> McGehee compared end cost increased projections for the License Center (at <br /> 137%) with those of the clubhouse (at 140%), noting there was no consideration <br /> given to reducing finishes at that facility as had occurred at the License Center <br /> renovation costs. Councilmember McGehee reiterated her opinion that the coun- <br /> cil had acted rather precipitously and suggested reopening the bid project to find a <br /> target range of$80 to $90 per square foot as more reasonable, rather than continu- <br />
