Regular City Council Meeting <br /> Monday, December 4, 2017 <br /> Page 12 <br /> ing to pay for rental on two spaces, one currently sitting empty in anticipation of <br /> intended renovations for the License Center. <br /> In response to the clubhouse building comments of Councilmember McGehee, <br /> Councilmember Willmus responded that there were lengthy considerations given <br /> to various options and finishes during the process, with some things retained and <br /> others removed. <br /> In response to Councilmember Etten's suggestion for use of the $580,000, Coun- <br /> cilmember Willmus sought to clarify if he was seeking a third solution from <br /> Mayor Roe on identified funds, perhaps by taking a portion to directly inject into <br /> the General Fund. <br /> Councilmember Etten responded that this would be his preference for some mid- <br /> dle ground splitting that amount with some going to general facilities, some to the <br /> park CIP and some toward the general budget resulting in lower planned uses of <br /> reserves. <br /> In response to Councilmembers Etten and Willmus, Mayor Roe proposed that in- <br /> stead of$290,000 per year per fund, that scenario would result in approximately <br /> $215,000 to $220,000 per year per fund. <br /> In response to Councilmember Laliberte, Mayor Roe clarified that while opera- <br /> tion reserves were sometimes used for one-time costs in past annual budget and <br /> levy decision-making, they were actually also frequently used for ongoing opera- <br /> tional costs. In that spirit, Mayor Roe agreed that the reserves were taxes already <br /> collected and therefore the majority support by the council seemed to be that their <br /> use was an appropriate way to go in ultimately reducing increases to the annual <br /> levy or without further reducing spending to compensate. <br /> Specific to the License Center, Mayor Roe noted that City Council action had al- <br /> ready been taken to reject all bids and direct staff to revisit purchase of the build- <br /> ing. In his personal analysis of that action, Mayor Roe noted that even if the city <br /> wanted to reduce costs since the bids had been submitted based on a specific <br /> package, they had to be rejected. However, Mayor Roe stated his support to re- <br /> view the architectural specifications for revision for a lower level or different op- <br /> tions going forward with the next bid process. With concurrence from City At- <br /> torney Gaughan, Mayor Roe clarified that the City Council had legal limitations <br /> and could not have, after accepting the bids, open them up for cost-saving <br /> measures, but having rejected the bids, the City Council could do so as part of any <br /> rebid process when appropriate. Mayor Roe opined that remodeling was still re- <br /> quired, whether applied for a five-year lease or to a more long-term situation. <br /> Specific to FTE's, Mayor Roe addressed some of the additional employees were <br /> not only related to the Fire Department's reorganization but a result of infor- <br />
