Regular City Council Meeting <br /> Monday, December 4,2017 <br /> Page 16 <br /> At the request of Councilmember Willmus, Chief O'Neill clarified that even a 20' <br /> x 20' tent erected to facilitate a private party (e.g. graduation) applied if erected <br /> within the city. While a lot of people may not be aware of this required inspec- <br /> tion given the few inspections currently performed each year, Chief O'Neill noted <br /> that there was a process if involving an outdoor occurrence, with application to <br /> the Community Development Department to assure it meets building and/or land <br /> use codes. Once they completed their initial review, Chief O'Neill advised that <br /> the Fire Department was then consulted for their review if and when a tent was <br /> involved. Chief O'Neill recognized that there were probably a number of viola- <br /> tions occurring unless the departments were made aware or unless permits were <br /> directed to them. <br /> City Manager Trudgeon further clarified that a typical graduation party would not <br /> require a temporary land use permit. <br /> Councilmember Laliberte questioned the annual Friends of Roseville Parks events <br /> that involved upwards of sixty tents. <br /> Chief O'Neill responded that the department inspected them as they were set up; <br /> and similarly with the recent Brew event held, the city did so per event. Chief <br /> O'Neill clarified that this did not serve as a revenue source for the city, but was <br /> mandated by fire code allowing the city to make sure these structures and events <br /> remained safe for all parties involved. <br /> Councilmember Laliberte stated that her concern was that those organizations at- <br /> tempting to raise money for worthy causes had some money left in the end. <br /> Councilmember Etten suggested that the fee schedule be revised for 2018 to spec- <br /> ify that 400 square footage to avoid future confusion, with concurrence by Mayor <br /> Roe for that additional comment on page 15 under notes (b). <br /> Chief O'Neill elaborated further by noting that at those larger events, the depart- <br /> ment was concerned about crowd management and thins consistent with food <br /> trucks and use of propane to ensure the overall safety of the event(s) being con- <br /> ducted anywhere there was a large group of people and propane was being used. <br /> McGehee moved, Etten seconded, enactment of Ordinance No. 1536 (Attachment <br /> A) entitled, "An Ordinance Amending Chapter 314.05, Fee Schedule — Adopting <br /> the 2018 Fee Schedule (Attachment C);" as amended to provide comment on <br /> page 15 to specify tents of 400 square feet or larger. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br />
