Regular City Council Meeting <br /> Monday, December 4, 2017 <br /> Page 17 <br /> McGehee moved, Etten seconded, enactment of Ordinance Summary No. 1536 <br /> (Attachment B) entitled, An Ordinance Amending Chapter 314.05, Fee Schedule <br /> —Adopting the 2018 Fee Schedule;" as amended. <br /> Roll Call (Super Majority) <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> e. Update and Approve Traffic Mitigation Projects — I-35W North MnPASS <br /> Project <br /> As detailed in the RCA, Public Works Director Marc Culver clarified that the <br /> Minnesota Department of Transportation (MnDOT) was not seeking a formal <br /> municipal resolution, but just an acknowledgement of their temporary mitigation <br /> efforts to be detailed by Mr. Culver for the six spots identified for smaller scale <br /> improvements typically involving minor lane striping and/or signal timing chang- <br /> es. <br /> Mr. Culver presented each individual mitigation effort proposed by MnDOT, in- <br /> cluding a perhaps more controversial one in the City of Arden Hills, but potential- <br /> ly impacting traffic in and through the City of Roseville. <br /> Council Comments/Questions <br /> Specific to the proposed mitigation on Snelling Avenue and temporary closure of <br /> the Hamline Avenue access for southbound traffic, Councilmember Willmus <br /> asked what if any accommodations were being made for Lydia Avenue to possi- <br /> bly accommodate a larger queue for left turns from Snelling onto Lydia. Also, if <br /> nothing is planned, Councilmember Willmus asked if there was any possibility to <br /> increase storage of the left turn lane by lengthening it; and to consider whether or <br /> not such a change would be permanent. <br /> Councilmember Willmus opined that interesting things were already occurring at <br /> that intersection of Hamline Avenue at Snelling Avenue, creating dangerous ma- <br /> neuvers for southbound Snelling Avenue traffic with those missing the previous <br /> exit making a U-turn northbound, with frequent crashes. Councilmember <br /> Willmus opined that the city and MnDOT should be aware of that situation in de- <br /> termining if this should be a temporary or permanent closure; suggesting that staff <br /> hold discussions with MnDOT as to the steps that could be taken to impede those <br /> U-turns. <br /> Mr. Culver advised that, whether temporary or permanent, MnDOT was intending <br /> a cable median project along Snelling based on evidence of worn paths where <br /> people are currently turning through grass median whether to access Old Snelling <br /> Avenue or Bethel University. Mr. Culver assured that MnDOT was well aware of <br /> this problem and would be making efforts to hinder those movements in the fu- <br /> ture.
