Regular City Council Meeting
Monday, December 4, 2017
Page 19
agencies involved to be prepared to make changes as needed at those key intersec-
tions throughout Roseville.
Councilmember Etten asked for an update from staff about the status and purpose
of the former I-35W Corridor Coalition.
City Manager Trudgeon reported that he had been approached by the Executive
Director in charge of that coalition as the staff person, seeking a sit-down meeting
with potential membership partners. Mr. Trudgeon stated that he would welcome
City Council discussion and/or direction on that coalition, since he didn't have a
history of its former purpose prior to his tenure.
Councilmember Etten reported that he had sought out the purpose of the 1-35W
Corridor Coalition from the person contacting him to determine and identify their
specific interests and goals, especially in light of projects south of Roseville into
Minneapolis and then one year later going north from Highway 36. Coun-
cilmember Etten stated that he would want a clear understanding of that, and the
advantages for Roseville, before making a determination as to the coalition's val-
ue related to these activities.
Councilmember Willmus opined that Councilmember Etten's very question and
not having clear answers provided had caused the city to step back from the coali-
tion in the past. Councilmember Laliberte
referenced past discussions with Ramsey County Commissioner McGuire about
Fairview Avenue and County Road D and Ramsey County's apparent interest and
discussions in the past about striping at Fairview and Lydia to accommodate back
up through the use of longer turn lanes.
Mr. Culver agreed to reinitiate those conversations with Ramsey County to ensure
those striping changes occur in the spring of 2018 at County Road D and Fairview
to create two lanes to get traffic through the stop sign and also to allow right turns
onto Lydia via a separate turn lane. Mr. Culver reported that the city had some
trail blazing signs already installed to direct traffic to Snelling and County Road
C-2, and intended to enhance that effort to encourage traffic to continue straight
and not turn left onto Fairview Avenue.
Councilmember Willmus stated that one of his concerns with installing those right
turn lanes was that it then impeded or eliminated the pedestrian corridor, with the
