Regular City Council Meeting <br /> Monday, December 4,2017 <br /> Page 2 <br /> cess; with new hiring representing 50% to 60% diversity, and in place to serve <br /> Ramsey County, now the most diverse county in the State of Minnesota. <br /> Chief Deputy Fraiser further reported on the transfer process to add the City of <br /> Falcon Heights to the county's contract cities for police services. <br /> Councilmember Willmus arrived in the audience at this time, approximately 6:22 p.m. and took <br /> his place at the dais at approximately 6:29 p.m. <br /> Councilmember Laliberte asked what would be expected for Ramsey County to <br /> provide back-up to Hennepin County during the upcoming Super Bowl Twenty- <br /> two events and activities, as well as expectations of municipal emergency service <br /> agencies in the area, including that of the City of Roseville. <br /> Chief Deputy Fraiser, having previously worked with the City of St. Paul's Police <br /> Department, reported on the county's involvement for the last two years in plan- <br /> ning for the Super Bowl, with Minneapolis as the lead agencies, and signed Joint <br /> Powers Agreements (JPA's) in place with surrounding agencies for support. <br /> Chief Deputy Fraiser further advised that the law enforcement contingent was ful- <br /> ly staffed out, with the maximum draw from the Ramsey County Sheriff's De- <br /> partment at twenty-five deputies. <br /> Chief Deputy Fraiser reported that there were three major National Football <br /> League (NFL) events planned in St. Paul before or during the event, and advised <br /> that St. Paul would be working closely with the City of Minneapolis and the NFL, <br /> with the majority of other events scheduled in Hennepin County. In preparation <br /> for the Super Bowl, Chief Deputy Fraiser reported that he was among those law <br /> enforcement personnel having traveled to the previous Super Bowl in Houston, <br /> TX to observe the event from a law enforcement perspective. During that review, <br /> Chief Deputy Fraiser noted that other events and activities continued to evolve in <br /> surrounding areas and communities as part of the larger event, and preparing of- <br /> ficers in Minnesota to allow for a robust accounting for similar occurrences, and <br /> ongoing requests for new events being fielded, even up to five days prior to game <br /> day in that instance. However, Chief Deputy Fraiser advised that all large ex- <br /> pected events had been booked and established and staffed out. <br /> Chief Deputy Fraiser recognized that it would be a busy time for area hotels and <br /> restaurants, but expressed confidence that the public safety plan in and around the <br /> event was well in hand. <br /> As a follow-up, Mayor Roe asked if arrangements had been made for reimburse- <br /> ment to local communities for eligible expenses incurred for assisting with the <br /> event(s), similar to that of the past Republican National Convention (RNC) held <br /> in the Twin Cities. <br />
