The Task <br />Force met over a period of several months, held a public hearing in Januaaryy, 1997 for comments and <br />presentecl its recommendations to th� City Council. <br />Because Lalse Owasso is located in Roseville and Slioreview, bot11 cities adopted ordinances and a <br />Jaint Powers Agreement regarding water surface use. The a�°dinances and Joint Powers were <br />approved by the Ivlimlesota Departinent of I`�atural Resources in November. Tl�e Joitzt Powers <br />Agreement provides that property owners an Lalce Owasso be notifi�d that use regulatians have been <br />adopted. The Joint Powers includes t17e fallowing requirements: <br />1. Nlotorboat speed Qn Lal�� tJwasso shall not ex�ee� 40 n�iles per ha�r, which speed limit slzall <br />be in effect 24 hours per day. <br />2. Na person shall operate a motorboat or be towed on waterskis ar a similar d�vice at greater <br />than a slow no wake speed within 150' of shore. Launching ar landing a sicie�• by th� mast <br />direct raute to apen water shall b� exempt from this provision. <br />3. g'�rsons operating a motorboat and tlzose being iowed ori water skis or a siiniiar d�vice snall, <br />at all times, maintain an adequate distance (considering speed and conr.litions) from other <br />watercraft, swimmers, swim rafts and docl�s, so as to avoid an accident. When a swimrrier is <br />present, motorl�aats ar persons being tawed an water skis or a silnilar device, shall nat pass <br />between a swim raft and tlle nearest sho7•e. <br />T11� Joint Powers requirernents are effective �intnediately.
