li��-� �� <br />..�,���'�.�V�II�� <br />December 16, 1997 <br />Mr. Terry Schutten <br />Ramsey County Manager <br />50 West Keilogg Boulevard, Suite 560 <br />St. Paul, MN 55102 <br />Dear Terry: <br />The Roseville City Council, in 1996, appointed the Lake Owasso Task Force to make <br />recommendations regarding the no wake zone on Lake Owasso and other lake issues. <br />The Task Force has presented its recommendations and the City Council took the <br />following actions: <br />• approved a Joint Powers Agreement v�ith the City of Shoreview regarding Lake <br />Owasso water surFace use (enclosed). <br />• adopted ordinance amending City Code by adding Lake Owasso restrictions. <br />• adopted resolution regarding other task force recommendations. <br />The following recommendations involve City and County coordination: <br />• placing buoys marking the 150' distance from shore (no wake zone) at the <br />public boat launch and at the southeast comer of the lake in approximately the <br />same location as 1996. <br />• placing signage at the public boat launch to include ordinance requirements, <br />new laws, and DNR map. <br />• that the abandcnment of the County well on the north end of the lak� be <br />delayed to deterrnine if it should be kept for replenishing the lake at times of <br />low water levels. <br />• seek direction regarding the control of purple loose strife and other aquatic <br />nuisance plants. <br />���F��`rti�i�;'IC �_r�?�i� �Ji tL-x.
